Abstract
ABSTRACT Problem Statement/Background (GAP): The implementation of e-government in Indonesia has become an essential component of bureaucratic reform and the improvement of public services. However, many local governments continue to face challenges regarding the readiness of information technology (IT) infrastructure, particularly in peripheral regions such as Kupang Regency. The main obstacles include limited internet connectivity, a lack of supporting devices, and weak human resource capacity. Purpose: This study aims to analyze the IT infrastructure in supporting the implementation of e-government at the Department of Communication and Informatics of Kupang Regency using the COBIT 2019 framework. Method: This study employs a mixed-method approach with a convergent design. Data collection techniques include questionnaires, observations, and in-depth interviews with key informants. Readiness analysis is conducted by assessing 13 IT governance processes based on COBIT 2019, using capability levels within the Process Assessment Model (PAM). Result: The condition of IT infrastructure still requires significant improvements in terms of network, hardware, and supporting resources. This is evident from the capability level assessment using the COBIT 2019 framework, which shows that most processes—namely APO07, APO12, APO13, BAI06, BAI10, DSS01, DSS03, DSS05, and MEA01—are at Level 1 (Performed). Two processes, APO01 and BAI09, are at Level 2 (Managed), while two others—EDM04 and BAI04—are at Level 0 (Incomplete). No processes reached Level 3, which is considered the minimum standard for readiness. These findings indicate a gap between expectations and the actual state of IT readiness. Conclusion: The readiness of IT infrastructure in Kupang Regency is still inadequate to optimally support e-government. It is necessary to strengthen human resource capacity, invest in infrastructure, and improve internal governance and policies based on COBIT 2019 principles. Keywords: IT Governance, IT Infrastructure, E-Government, COBIT 2019 ABSTRAK Permasalahan/Latar Belakang (GAP): Penerapan e-government di Indonesia telah menjadi bagian penting dari reformasi birokrasi dan peningkatan pelayanan publik. Namun, banyak pemerintah daerah masih menghadapi tantangan dalam kesiapan infrastruktur teknologi informasi (TI), terutama di daerah pinggiran seperti Kabupaten Kupang. Keterbatasan jaringan internet, minimnya perangkat pendukung, dan lemahnya kapasitas sumber daya manusia menjadi hambatan utama.Tujuan: Penelitian ini bertujuan untuk menganalisis infrastruktur TI dalam mendukung penerapan egovernment di Dinas Komunikasi dan Informatika Kabupaten Kupang menggunakan framework COBIT 2019. Metode: Penelitian ini menggunakan metode campuran dengan pendekatan konvergen. Teknik pengumpulan data dilakukan melalui kusioner, observasi, dan wawancara mendalam dengan informan kunci. Analisis kesiapan dilakukan dengan mengukur 13 proses tata kelola TI berdasarkan COBIT 2019 dalam skala kapabilitas (capability levels) dengan process assessment model (PAM). Hasil/Temuan: Keadaan infrastruktur TI masih membutuhkan perbaikan dan peningkatan dari segi jaringan, perangkat dan sumber daya pendukung, hal ini bisa dilihat juga dari proses penilaian tingkat kapabilitas dengan framework COBIT 2019 menunjukkan bahwa sebagian besar proses yaitu APO07, APO12, APO13, BAI06, BAI10, DSS01, DSS03, DSS05 dan MEA01) berada pada Level 1 (performed), dua proses yaitu APO01 dan BAI09 berada pada Level 2 (managed), dan dua proses lainnya yaitu EDM04 dan BAI04 pada Level 0 (incompleted). Tidak ada proses yang mencapai Level 3 sebagai standar minimal kesiapan. Temuan ini menunjukkan adanya kesenjangan antara harapan dan realitas kesiapan TI yang dinilai.Kesimpulan: Kesiapan infrastruktur TI di Kabupaten Kupang belum memadai untuk mendukung e-government secara optimal. Diperlukan penguatan kapasitas SDM, investasi infrastruktur, serta perbaikan tata kelola dan kebijakan internal berbasis prinsip COBIT 2019.
