Abstract
ABSTRACT Problem/Background (GAP): Arumbai Fish Auction Place (TPI) as one of the marketing centers for fishermen's catches has a strategic role in supporting the growth of the local fisheries economy. However, the management of Arumbai TPI still faces various problems such as inadequate facilities, an auction process that is not in accordance with regulations, many transactions outside the TPI, and weak supervision that results in leakage of regional income. Purpose : This study aims to analyze the optimization of the governance of Arumbai TPI in Ambon City. Method: The approach used is qualitative with a constructivism paradigm. Data collection techniques are carried out through in-depth interviews, observation, and documentation. Informants in this study include TPI managers, fishermen, and related local government officials. Results : The results of the study indicate that the governance of Arumbai TPI is not optimal and still faces a number of obstacles, such as inadequate infrastructure and facilities, suboptimal regulations, lack of coordination between parties, a culture of transactions outside the official auction system, limited human resources, and budget constraints. Conclusion: To optimize the management of Arumbai TPI, it is necessary to strengthen regulations that are implemented consistently, improve infrastructure and facilities, improve the supervision system, and encourage sustainable cross-sector collaboration. Thus, Arumbai TPI can play a maximum role in improving the welfare of fishermen and Regional Original Income (PAD). Keywords: Fish Auction Place, Governance, Optimization. ABSTRAK Permasalahan/Latar Belakang (GAP): Tempat Pelelangan Ikan (TPI) Arumbai sebagai salah satu pusat pemasaran hasil tangkapan nelayan memiliki peran strategis dalam mendukung pertumbuhan ekonomi perikanan lokal. Namun, pengelolaan TPI Arumbai masih menghadapi berbagai permasalahan seperti fasilitas yang belum memadai, proses pelelangan yang tidak sesuai regulasi, masih banyaknya transaksi di luar TPI, serta lemahnya pengawasan yang mengakibatkan kebocoran pendapatan daerah. Tujuan: Penelitian ini bertujuan untuk menganalisis optimalisasi tata kelola TPI Arumbai di Kota Ambon. Metode: Pendekatan yang digunakan adalah kualitatif dengan paradigma konstruktivisme. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan dokumentasi. Informan dalam penelitian ini meliputi pengelola TPI, nelayan, serta aparatur pemerintah daerah yang terkait. Hasil/Temuan: Hasil penelitian menunjukkan bahwa tata kelola TPI Arumbai belum optimal dan masih menghadapi sejumlah kendala, seperti infrastruktur dan fasilitas yang tidak memadai, regulasi yang belum optimal, kurangnya koordinasi antar pihak, budaya transaksi di luar sistem lelang resmi, keterbatasan sumber daya manusia, dan kendala anggaran. Kesimpulan: Untuk mengoptimalkan pengelolaan TPI Arumbai, perlu dilakukan penguatan regulasi yang diimplementasikan secara konsisten, peningkatan infrastruktur dan fasilitas, pembenahan sistem pengawasan, serta mendorong kolaborasi lintas sektor yang berkelanjutan. Dengan demikian, TPI Arumbai dapat berperan maksimal dalam meningkatkan kesejahteraan nelayan dan Pendapatan Asli Daerah (PAD). Kata Kunci: Tempat Pelelangan Ikan, Tata Kelola, Optimalisasi.
