Abstract
ABSTRACT Problem Statement/Background (GAP): Digital Population Identity (IKD) is a government innovation aimed at supporting digital transformation to enhance the efficiency and accessibility of public services. However, its implementation has not been optimal due to limitations in digital infrastructure, low technological literacy, and service accessibility barriers. Therefore, effective outreach is necessary to encourage public adoption of IKD. Purpose: This study aims to know the increase in IKD activation through outreach efforts conducted by the Department of Population and Civil Registration (Disdukcapil) in Jeneponto Regency, South Sulawesi Province. Method: This study uses a qualitative approach with data collection techniques including observation, in-depth interviews, and documentation. The theoretical framework used is Everett M. Rogers’ Diffusion of Innovations, which consists of five stages: knowledge, persuasion, decision, implementation, and confirmation. Result: Intensive intensive outreach conducted by Disdukcapil through direct engagement in villages/urban wards, collaboration with local stakeholders, and the use of social media has successfully increased IKD activation from 1,983 in 2023 to 11,914 in 2024. However, several obstacles remain, such as limited internet connectivity, low digital literacy, and the underutilization of IKD by other user institutions. As a result, IKD implementation has not yet met the national targets set by the government. Conclusion: The success in increasing IKD activation is influenced by adaptive outreach approaches and active support from the local government. Collaborative and continuous efforts between the government, the community, and relevant institutions are necessary to accelerate the widespread adoption and utilization of IKD. ABSTRAK Permasalahan/Latar Belakang (GAP): Identitas Kependudukan Digital (IKD) merupakan inovasi pemerintah dalam rangka mendukung transformasi digital untuk meningkatkan efisiensi dan aksesibilitas layanan publik. Namun, implementasinya belum optimal akibat keterbatasan infrastruktur digital, rendahnya literasi teknologi, serta hambatan akses layanan. Oleh karena itu, diperlukan sosialisasi yang efektif untuk mendorong adopsi IKD di masyarakat. Tujuan: Penelitian ini bertujuan untuk mengetahui peningkatan aktivasi IKD melalui sosialisasi yang dilakukan oleh Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil) di Kabupaten Jeneponto, Provinsi Sulawesi Selatan. Metode: Penelitian ini menggunakan metode pendekatan kualitatif dengan teknik pengumpulan data berupa observasi, wawancara mendalam, dan dokumentasi. Teori yang digunakan adalah Diffusion of Innovations dari Everett M. Rogers yang meliputi lima tahapan: pengetahuan, persuasi, keputusan, implementasi, dan konfirmasi. Hasil/Temuan: Sosialisasi yang dilakukan secara intensif oleh Disdukcapil, melalui terjun langsung ke desa/kelurahan, kolaborasi dengan pemangku kepentingan lokal, serta pemanfaatan media sosial, mampu meningkatkan aktivasi IKD dari 1.983 pada tahun 2023 menjadi 11.914 pada tahun 2024. Namun, masih terdapat kendala seperti keterbatasan jaringan internet, rendahnya literasi digital, dan kurangnya pemanfaatan IKD oleh lembaga pengguna lainnya. Sehingga implementasi IKD belum memenuhi target nasional yang telah diberikan oleh pemerintah. Kesimpulan: Keberhasilan peningkatan aktivasi IKD dipengaruhi oleh pendekatan sosialisasi yang adaptif dan dukungan aktif dari pemerintah daerah. Diperlukan upaya kolaboratif dan berkelanjutan antara pemerintah, masyarakat, dan lembaga terkait untuk mempercepat adopsi dan pemanfaatan IKD secara luas.
