Abstract
ABSTRACT Problem/Background (GAP): The implementation of SPBE in Palu City in 2023 according to the results of the SPBE index evaluation still achieved a sufficient predicate with a value of 2.54, this is because the SPBE management and governance domain is still far from the government's target. Purpose: The purpose of this study is to determine the extent of the performance of the Communication and Informatics Service in implementing SPBE, identify the obstacles faced, and explore the efforts made by related agencies in implementing SPBE in Palu City. Method: This study uses a descriptive qualitative approach with primary and secondary data sources. Data collection techniques are carried out through interviews, observations, and documentation. Results: The results of the study indicate that in the productivity dimension, the implementation of SPBE in Palu City is not good enough because the effectiveness indicator shows the 2024 SPBE assessment index which still reaches a sufficient predicate with a value of 2.58, which means that it has not reached the 2024 SPBE target and in the efficiency indicator there are inhibiting factors, namely the lack of budget allocated for SPBE Architecture and Plan Maps and the lack of human resources who are experts in SPBE, and in the responsiveness dimension there is a lack of Inter-System Integration in Digital services. There are several efforts to improve the performance of the Communication and Informatics Office in the Implementation of SPBE, namely preparing a budget plan for the SPBE architecture and plan map, collaborating with academics, and participating in SPLP technical guidance training that has been carried out by the Palu City Communication and Informatics Office. Conclusion: The performance of the Communication and Informatics Office in the implementation of SPBE in Palu City, Central Sulawesi Province has not been going well because there are still many obstacles faced by the related agencies. Keywords: Performance, Electronic-Based Government System ABSTRAK Permasalahan/ Latar Belakang (GAP) : Pelaksanaan SPBE di Kota Palu pada tahun 2023 menurut hasil evaluasi nilai indeks SPBE masih mencapai predikat cukup dengan nilai 2,54, hal ini disebabkan oleh domain manajemen dan tata kelola SPBE masih jauh dari target pemerintah. Tujuan : Tujuan dari penelitian ini adalah untuk mengetahui sejauh mana kinerja Dinas Komunikasi dan Informatika dalam pelaksanaan SPBE, mengidentifikasi kendala yang dihadapi, serta menggali upaya yang dilakukan oleh dinas terkait dalam pelaksanaan SPBE di Kota Palu. Metode : Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan sumber data primer dan sekunder. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Hasil/ Temuan : Hasil penelitian menunjukkan bahwa pada dimensi produktivitas pelaksanaan SPBE di Kota Palu belum cukup baik karena pada indikator efektivitas menunjukkan indeks peniliaian SPBE tahun 2024 yang masih mencapai predikat cukup dengan nilai 2,58 yang artinya belum mencapai target SPBE tahun 2024 dan pada indikator efisiensi terdapat faktor penghambat, yaitu kurangnya anggaran yang dialokasikan untuk Arsitektur dan Peta rencana SPBE dan kurangnya sumber daya manusia yang ahli dalam SPBE, serta pada dimensi responsivitas terdapat kurangnya Integrasi Antar-Sistem pada pelayanan Digital. Terdapat beberapa upaya dalam meningkatkan kinerja Dinas Komunikasi dan Informatika dalam Pelaksanaan SPBE yaitu menyusun rencana anggaran untuk arsitektur dan peta rencana SPBE, melakukan kerja sama dengan pihak akademisi, dan mengikuti pelatihan bimbingan teknis SPLP yang telah dilakukan oleh Dinas Komunikasi dan Informatika Kota Palu. Kesimpulan : Kinerja dari Dinas Komunikasi dan Informatika dalam pelaksanaan SPBE di Kota Palu Provinsi Sulawesi Tengah belum berjalan dengan baik dikarenakan masih terdapat banyak kendala yang dihadapi oleh dinas terkait.
