Abstract
ABSTRACT Problem statement/background (GAP): The increasingly complex waste problem due to population growth and urbanization requires effective and participatory management in Palu City. Purpose: This study aims to analyze the influence of the accountability and transparency of the Environmental Agency on the level of community participation in waste management in Palu City. Method: This study uses a quantitative approach with Structural Equation Modeling – Partial Least Square (SEM – PLS) analysis techniques to test the influence of independent variables on dependent variables. The data was collected through the distribution of questionnaires to the community in eight sub-districts in Palu City. Results: The results of the study show that the community tends to participate more actively when there is information disclosure and clear accountability from the government in waste management programs. These findings are expected to contribute to the Palu City Government in formulating more effective and sustainable waste management policies by involving the community as strategic partners. In addition, this research is also expected to be a reference for other regions in building participatory environmental governance systems. Conclusion: The accountability and transparency of the Environment Agency have a positive and significant effect on the level of community participation, both partially and simultaneously. Keywords: Accountability, Transparency, Community Participation, Waste Management, Palu City ABSTRAK Permasalahan/Latar Belakang (GAP): Permasalahan sampah yang semakin kompleks akibat pertumbuhan penduduk dan urbanisasi menuntut adanya pengelolaan yang efektif dan partisipatif di Kota Palu. Tujuan: Penelitian ini bertujuan untuk menganalisis pengaruh akuntabilitas dan transparansi Dinas Lingkungan Hidup terhadap tingkat partisipasi masyarakat dalam pengelolaan sampah di Kota Palu. Metode: Penelitian ini menggunakan pendekatan kuantitatif dengan teknik Structural Equation Modeling – Partial Least Square (SEM – PLS) untuk menguji pengaruh variabel independen terhadap variabel dependen. Data dikumpulkan melalui penyebaran kuesioner kepada masyarakat di delapan kecamatan di Kota Palu. Hasil/Temuan: Hasil penelitian menujukkan bahwa masyarakat cenderung lebih aktif berpartisipasi ketika terdapat keterbukaan informasi dan pertanggungjawaban yang jelas dari pihak pemerintah dalam program pengelolaan sampah. Temuan ini diharapkan dapat memberikan kontribusi bagi Pemerintah Kota Palu dalam merumuskan kebijakan pengelolaan sampah yang lebih efektif dan berkelanjutan dengan melibatkan masyarakat sebagai mitra strategis. Selain itu, penelitian ini juga diharapkan menjadi referensi bagi daerah lain dalam membangun sistem tata kelola lingkungan yang partisipatif. Kesimpulan: Akuntabilitas dan transparansi Dinas Lingkungan Hidup berpengaruh positif dan signifikan terhadap tingkat partisipasi masyarakat, baik secara parsial maupun simultan.
