Abstract
Problem/ GAP: Illegal parking remains a strategic issue in Bandar Lampung City that has not been fully addressed, despite existing regulations and enforcement efforts. Purpose: The lack of synergy between relevant institutions, particularly the Civil Service Police Unit (Satpol PP) and the Department of Transportation (Dishub), has hindered the development of an effective control system. Methode: This study aims to examine and analyze the mechanisms of synergy between the two agencies in managing illegal parking attendants. A descriptive qualitative method was employed, involving in-depth interviews with officials, field observations, and document analysis of regulations and enforcement reports. Result: The results indicate that synergy has been established through regular coordination meetings, joint development of Standard Operating Procedures (SOPs), and combined field operations. The synergy is evident in three key areas: strategic coordination (location mapping and task distribution), operational collaboration (persuasive and repressive approaches), and integrated reporting systems. However, several challenges persist, including limited personnel, underdeveloped digital infrastructure, and weak enforcement of legal sanctions. Conclusion: The study concludes that strengthening institutional frameworks, enhancing personnel capacity, and integrating digital technology are essential to ensure sustainable and effective illegal parking enforcement in the city. Permasalahan/GAP: Permasalahan parkir liar di Kota Bandar Lampung menjadi isu strategis yang belum sepenuhnya tertangani secara optimal, meskipun telah ada regulasi dan upaya penertiban. Ketidakterpaduan antarinstansi terkait, terutama antara Satpol PP dan Dinas Perhubungan, menjadi kendala dalam menciptakan sistem penertiban yang efektif. Tujuan: Penelitian ini bertujuan untuk mengkaji dan menganalisis mekanisme sinergitas antara kedua lembaga dalam penanganan juru parkir liar. Metode: Metode yang digunakan adalah pendekatan kualitatif deskriptif, dengan teknik pengumpulan data melalui wawancara mendalam dengan pejabat terkait, observasi di lapangan, dan dokumentasi regulasi serta laporan kegiatan. Result: Hasil penelitian menunjukkan bahwa sinergitas telah terbangun melalui rapat koordinasi rutin, penyusunan SOP bersama, dan operasi gabungan. Tiga aspek utama sinergi yang ditemukan adalah koordinasi strategis (meliputi pemetaan lokasi dan pembagian peran), kolaborasi operasional (pendekatan persuasif dan represif), serta sistem pelaporan bersama. Namun, terdapat kendala berupa keterbatasan personel, lemahnya dukungan teknologi informasi, dan sanksi hukum yang kurang tegas. Kesimpulan: Kesimpulan dari penelitian ini menekankan pentingnya penguatan sistem kelembagaan, peningkatan kapasitas personel, serta integrasi teknologi digital dalam mendukung penertiban parkir liar secara berkelanjutan.
