Abstract

ABSTRAK Permasalahan/Latar Belakang (GAP): Masih maraknya gelandangan dan pengemis yang disebabkan oleh migrasi masuk di Kota Payakumbuh. Tujuan: Penelitian ini bertujuan mengkaji strategi Satpol PP dan Dinas Sosial dalam penertiban gelandangan dan pengemis di Kota Payakumbuh Sumatera Barat. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif, mengumpulkan data melalui wawancara, observasi, dan studi dokumentasi dengan informan dari Satpol PP dan Dinas Sosial serta gelandangan dan pengemis. Hasil/Temuan: Hasil penelitian menunjukkan bahwa Berdasarkan teori sinergitas Doctoroff (1977), Satpol PP dan Dinas Sosial Payakumbuh telah bekerja sama secara aktif melalui razia rutin dan pengamanan di lokasi strategis. Namun, penertiban belum sepenuhnya efektif karena minimnya sarana prasarana pasca-penertiban, seperti rumah singgah, dan kurangnya regulasi khusus. Akibatnya, gelandangan dan pengemis yang diamankan sering kembali ke aktivitas semula. Solusi saat ini terbatas pada pemulangan ke daerah asal atau reunifikasi keluarga tanpa pembinaan lanjutan. Kurangnya sarana penampungan dan regulasi yang jelas menyebabkan penertiban kurang berdampak jangka panjang, sehingga masalah gelandangan dan pengemis cenderung berulang. Kesimpulan: Upaya ke depan perlu difokuskan pada penyediaan sarana seperti rumah singgah dan pembinaan berkelanjutan, serta pembuatan regulasi yang mengatur penanganan gelandangan dan pengemis secara komprehensif. Dengan sinergi yang lebih baik antara Satpol PP dan Dinas Sosial, serta dukungan infrastruktur dan regulasi, diharapkan permasalahan ini dapat teratasi secara lebih efektif di Kota Payakumbuh. Objective: This research This study aims to examine the strategies of Satpol PP and the Social Service in controlling vagrants and beggars in Payakumbuh City, West Sumatra. Method: This research to examine the strategies of Satpol PP and the Social Service in controlling vagrants and beggars, as well as obstacles and efforts to overcome them. Using a descriptive qualitative method with an inductive approach, data were collected through interviews, documentation, and observation. .Results/Findings: The results of the study show that Based on Doctoroff's synergy theory (1977), Satpol PP and the Payakumbuh Social Service have actively collaborated through routine raids and security at strategic locations. However, the control has not been fully effective due to the lack of post-control infrastructure, such as halfway houses, and the lack of special regulations. As a result, homeless people and beggars who are secured often return to their original activities. The current solution is limited to returning to their home areas or family reunification without further guidance. The lack of clear shelter facilities and regulations causes the control to have less long-term impact, so that the problem of homeless people and beggars tends to recur. Conclusion: Future efforts need to be focused on providing facilities such as shelters and ongoing coaching, as well as creating regulations that comprehensively regulate the handling of vagrants and beggars. With better synergy between Satpol PP and the Social Service, as well as infrastructure and regulatory support, it is hoped that this problem can be resolved more effectively in Payakumbuh City.
