Abstract
ABSTRACT Problem/Background (GAP): The large number of livestock roaming in inappropriate locations, such as highways, city parks, residential areas, and office environments, has disrupted public order and public tranquility in Muna Regency. Purpose: The purpose of this study was to describe and analyze the control of livestock by the Civil Service Police Unit in Muna Regency, Southeast Sulawesi Province, as well as the supporting factors, inhibiting factors, and efforts. Method: This study was conducted using a descriptive qualitative method based on the theory of Miriam Budiardjo (2008), which examines control in six indicators. The data collection techniques used were interviews, observation, and documentation, and using data analysis techniques, namely data reduction, data presentation, and drawing conclusions. Results: The implementation of livestock control by the Muna Regency Civil Service Police Unit was carried out quite well, supported by competent human resources and adequate regional regulations.However, the implementation of the control still faces several obstacles, including the inconsistency between policies and social norms, limited infrastructure, and minimal budget. Handling efforts made to overcome livestock problems include raids, imposing sanctions, and educating the community. Conclusion: In implementing livestock control in Muna Regency, it is necessary to improve control infrastructure by providing operational vehicles, proper livestock storage facilities, and special equipment for officers. Strengthening socialization and education to the community is also important to be carried out routinely and comprehensively, by involving community leaders so that control policies are more easily accepted. Keywords: Enforcement, Livestock, Civil Service Police Unit ABSTRAK Permasalahan/Latar Belakang (GAP): Banyaknya hewan ternak yang berkeliaran di lokasi-lokasi yang tidak semestinya, seperti jalan raya, taman kota, kawasan permukiman warga, dan lingkungan perkantoran, mengakibatkan terganggunya ketertiban umum dan ketentraman masyarakat di Kabupaten Muna. Tujuan: Tujuan dari penelitian ini ialah untuk mendeskripsikan dan menganalisis penertiban hewan ternak oleh Satuan Polisi Pamong Praja di Kabupaten Muna Provinsi Sulawesi Tenggara, serta faktor pendukung, faktor penghambatnya dan upayanya. Metode: Penelitian ini dilakukan dengan metode kualitatif deskriptif dengan dasar teori Miriam Budiardjo (2008), yang mengkaji penertiban dalam enam indikator. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi, serta menggunakan terknik analisis data yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Hasil: Pelaksanaan penertiban hewan ternak oleh Satuan Polisi Pamong Praja Kabupaten Muna terlaksana cukup baik dengan didukung oleh sumber daya manusia yang kompeten serta regulasi daerah yang memadai. Namun, pelaksanaan penertiban masih menghadapi beberapa kendala, antara lain ketidaksesuaian antara kebijakan dan norma sosial, keterbatasan sarana prasarana, serta minimnya anggaran. Upaya penanganan yang dilakukan untuk mengatasi masalah hewan ternak yakni melalui razia, penerapan sanksi, dan edukasi kepada masyarakat. Kesimpulan: Dalam pelaksanaan penertiban hewan ternak di Kabupaten Muna, diperlukan peningkatan infrastruktur penertiban melalui penyediaan kendaraan operasional, fasilitas penampungan ternak yang layak, serta peralatan khusus bagi petugas. Penguatan sosialisasi dan edukasi kepada masyarakat juga penting dilakukan secara rutin dan menyeluruh, dengan melibatkan tokoh masyarakat agar kebijakan penertiban lebih mudah diterima.
