Abstract
Problem Statement/Background (GAP): The digital transformation pursued by the government requires significant changes in bureaucratic work systems, including at the Department of Communication, Information, Statistics, and Encryption (DKISP) of Tarakan City. Although digital policies such as Electronic-Based Government Systems (SPBE), electronic signatures, and digital public information services have been implemented, the adaptation process of civil servants (ASN) to these policies has not been optimal. There remain gaps such as low digital literacy, limited training, and resistance to change, particularly among senior ASN. Purpose: This study aims to identify and describe the adaptation process of ASN to digitalization policies at DKISP Tarakan City. Method: This research uses a qualitative approach with data collection techniques including in-depth interviews, observation, and documentation. The study is analyzed using the theory of self-adjustment by Heri Zan Pieter (2011), which differentiates between adaptive and maladaptive responses. Results: The results show that younger ASN tend to exhibit adaptive responses, enthusiastically participating in training and acting as change agents within the organization. In contrast, senior ASN tend to demonstrate maladaptive behaviors such as withdrawal, rationalizing barriers, or relying on coworkers. Influencing factors include individual digital competencies, availability of training, organizational culture, and supporting technological infrastructure. Conclusion: The adaptation process of ASN to digitalization policies at DKISP Tarakan City remains partial and uneven. The success of digital transformation depends not only on available technologies but also on the readiness of human resources. Sustainable training strategies, inclusive leadership approaches, and strengthened infrastructure are essential to better prepare ASN for digitally-driven changes. Keywords: Civil Servant Adaptation, Digitalization, Digital Transformation ABSTRAK Permasalahan/Latar Belakang (GAP): Transformasi digital yang dijalankan pemerintah menuntut perubahan signifikan dalam sistem kerja birokrasi, termasuk di Dinas Komunikasi Informasi Statistik dan Persandian (DKISP) Kota Tarakan. Meskipun kebijakan digitalisasi seperti SPBE, tanda tangan elektronik, dan layanan informasi publik digital telah diterapkan, proses adaptasi ASN terhadap kebijakan tersebut belum berjalan optimal. Masih terdapat kesenjangan berupa rendahnya literasi digital, keterbatasan pelatihan, dan resistensi terhadap perubahan, terutama dari ASN senior. Tujuan: Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan proses adaptasi ASN terhadap kebijakan digitalisasi di DKISP Kota Tarakan. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data berupa wawancara mendalam, observasi, dan dokumentasi. Teori yang digunakan dalam analisis adalah teori penyesuaian diri dari Heri Zan Pieter (2011) yang membedakan antara respons adaptif dan maladaptif. Hasil: Hasil penelitian menunjukkan bahwa ASN dari generasi muda lebih mampu menunjukkan penyesuaian diri adaptif, dengan antusias mengikuti pelatihan dan menjadi agen perubahan di lingkungan kerja. Sebaliknya, ASN senior cenderung menunjukkan respons maladaptif seperti menarik diri, merasionalisasi hambatan, atau bergantung pada rekan kerja lain. Faktor-faktor yang memengaruhi adaptasi antara lain kemampuan digital individu, dukungan pelatihan, budaya organisasi, serta ketersediaan infrastruktur teknologi. Kesimpulan: Proses adaptasi ASN terhadap kebijakan digitalisasi di DKISP Kota Tarakan masih bersifat parsial dan belum merata. Keberhasilan transformasi digital tidak hanya ditentukan oleh teknologi yang tersedia, tetapi juga oleh kesiapan sumber daya manusia. Diperlukan strategi pelatihan berkelanjutan, pendekatan kepemimpinan yang inklusif, serta penguatan infrastruktur untuk mendorong ASN agar lebih siap menghadapi perubahan berbasis digital.
