Abstract
ABSTRACT Problem Statement/Background (GAP): The researcher focuses on the main problem that is still a vulnerability of elections in Indonesia, namely money politics where Magelang City is listed as the area with the second highest level of money politics in Central Java. Purpose: The purpose of this research is to find out and describe the implementation of the Kelurahan Anti-Money Politics program and examine the efforts of election organizers in realizing elections with integrity through this initiative in Magelang City. Methods: This research uses qualitative methods and analyzes the problem using George Edward III's implementation theory and Henry Mintzberg's strategy theory. Data collection techniques included interviews, observation, and documentation. Results: The results obtained from this study are that the Anti-Money Politics Village program created by Bawaslu Magelang City can be said to be quite effective, the implementation is classified as good and the efforts made are also effective, although constrained by human resources and special regulations for this program. Conclusion: Community participation and the performance of election management bodies in the Anti Money Politics Village program have gone well, this is due to good communication and collaboration between election organizers and the local community. Suggestions that can be given by researchers are that it is hoped that staff need training on understanding material and evaluation periodically and that there is a need for clarity on the SOP for the Anti-Money Politics Village program. Keywords: Anti-Money Politics Village Program, Election with Integrity, Election Organizer ABSTRAK Permasalahan/Latar Belakang (GAP): Peneliti berfokus pada permasalahan utama yang masih menjadi kerawanan pemilu di Indonesia yaitu politik uang dimana Kota Magelang terdaftar sebagai daerah dengan tingkat politik uang tertinggi kedua di Jawa Tengah. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui dan mendeskripsikan pelaksanaan program Kelurahan Anti Politik Uang serta mengkaji upaya penyelenggara pemilu dalam mewujudkan pemilu yang berintegritas melalui inisiatif tersebut di Kota Magelang. Metode: Penelitian ini menggunakan metode kualitatif dan analisis masalah menggunakan teori implementasi George Edward III serta teori stategi oleh Henry Mintzberg. Teknik pengumpulan data mencakup wawancara, observasi, dan dokumentasi. Hasil/Temuan: Hasil yang diperoleh dari penelitian ini yaitu program Kelurahan Anti Politik Uang yang dibuat oleh Bawaslu Kota Magelang dapat dikatakan cukup efektif, pada pelaksanaan tergolong baik dan upaya yang dilakukan juga efektif, meskipun terkendala dengan SDM dan peraturan khusus untuk program ini. Kesimpulan: Partisipasi masyarakat dan kinerja badan penyelenggara pemilu dalam program Kelurahan Anti Politik Uang telah berjalan dengan baik, hal ini dikarenakan adanya komunikasi dan kolaborasi yang baik antara penyelenggara pemilu dan masyarakat setempat. Saran yang bisa peneliti berikan yaitu diharapkan para staf perlu dilakukan pelatihan tentang pemahaman materi dan evaluasi secara berkala dan diperlukan adanya kejelasan SOP program Kelurahan Anti Politik Uang.
