Abstract
ABSTRACT Problem Statement/Background (GAP): The main challenge encountered is the gap between the talents possessed and the placement of civil servants (ASN) within the Human Resources Development and Training Agency (BKPP) of Semarang City. Purpose: This study aims to examine the implementation process of talent management at BKPP Semarang City, identify key obstacles, and explore the measures taken to address these challenges. It also intends to assess how these efforts contribute to improving the merit system and enhancing civil servant professionalism. Method: A descriptive qualitative method with an inductive approach was applied in this research. Data were gathered through observation, interviews, and document analysis. The analytical framework is based on the implementation theory of Mazmanian and Sabatier, which includes problem characteristics, policy characteristics, and environmental variables. Result: The findings reveal that the talent management program has not been effectively implemented due to several inhibiting factors. These include delayed policy execution, inadequate infrastructure, and limited commitment from leadership. Nonetheless, BKPP Semarang has initiated improvements such as refining performance assessment systems, increasing internal communication, and conducting socialization programs for organizational leaders and heads of regional apparatus organizations (OPD). These efforts aim to build a stronger foundation for a merit-based, performance-oriented public service. Conclusion: Talent management in BKPP Semarang holds considerable potential to enhance the quality and accountability of civil service through a more structured and meritocratic system. However, achieving this requires consistent leadership support, adequate infrastructure, and continued stakeholder engagement to ensure sustainable implementation. ABSTRAK Permasalahan/Latar Belakang (GAP): Adanya kendala Utama yang dihadapi, yaitu terdapat kesenjangan antara talenta yang dimiliki dengan penempatan ASN dalam Badan Kepegawaian Pendidikan dan Pelatihan (BKPP) Kota Semarang. Tujuan: Penelitian ini bertujuan untuk mengetahui bagaimana implementasi manajemen talenta di BKPP Kota Semarang. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Analisis data mengacu pada teori implementasi kebijakan dari Mazmanian dan Sabatier, yang mencakup karakteristik masalah, karakteristik kebijakan, serta variabel lingkungan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa implementasi manajemen talenta di BKPP Kota Semarang masih belum optimal. Hambatan yang dihadapi mencakup keterlambatan dalam pelaksanaan program, kurangnya sarana dan prasarana yang memadai, serta lemahnya dukungan dari pimpinan. Meskipun demikian, berbagai upaya telah dilakukan, seperti penyempurnaan sistem penilaian, peningkatan komunikasi internal, dan sosialisasi kepada pimpinan dan kepala organisasi perangkat daerah (OPD) guna meningkatkan pemahaman dan komitmen terhadap pentingnya manajemen talenta. Kesimpulan: Implementasi manajemen talenta di BKPP Kota Semarang memiliki potensi untuk meningkatkan profesionalisme ASN dan mendukung sistem merit yang lebih transparan. Keberhasilan pelaksanaan kebijakan ini memerlukan dukungan infrastruktur yang memadai, peningkatan kapasitas sumber daya manusia, serta komitmen kuat dari seluruh pemangku kepentingan.
