Abstract

ABSTRACT Problem/Background (GAP): Mismatch between the number of honorary workers and the available positions, as well as the large number of honorary personnel in Bukittinggi City who have not yet been appointed as Government Employees with Work Agreements (PPPK). Purpose: To analyze the implementation of the selection process for honorary workers to become PPPK in the Regional Civil Service Agency (BKPSDM) of Bukittinggi City, West Sumatra Province. Method: The research uses a descriptive qualitative method with data collected through interviews, observation, and documentation. Informants include officials from BKPSDM and PPPK selection participants there are 8 informant. Data were analyzed using Human Resource Management theory by Kasmir (2016), which includes forecasting, planning, organizing, implementing, and controlling. Results/Findings: The results show that the implementation of the PPPK selection in Bukittinggi City has followed the established procedures and merit principles. However, several obstacles remain, such as limited budget, an imbalance between applicants and available positions, and difficulties faced by participants in understanding the online selection system. Nevertheless, BKPSDM has made efforts through strengthened socialization, technical assistance, and inter-sectoral coordination. Conclusion: The implementation of the PPPK selection at BKPSDM Bukittinggi has been fairly good and in accordance with regulations, but improvements are needed in terms of budget allocation, information systems, and participants’ digital literacy to ensure a more optimal and equitable selection process in the future. Keywords: PPPK Selection, Honorary Workers, Human Resource Management, BKPSDM, Bukittinggi City ABSTRAK Permasalahan/Latar Belakang (GAP) : Ketidaksesuaian antara jumlah tenaga honorer yang ada dengan formasi yang tersedia, serta masih banyaknya tenaga honorer di Kota Bukittinggi yang belum terangkat menjadi PPPK. Tujuan: Untuk menganalisis pelaksanaan seleksi tenaga honorer menjadi Pegawai Pemerintah dengan Perjanjian Kerja (PPPK) di BKPSDM Kota Bukittinggi Provinsi Sumatera Barat. Metode: Metode yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Informan terdiri dari pejabat pelaksana di BKPSDM dan peserta seleksi PPPK berjumlah 8 informan. Data dianalisis menggunakan teori Manajemen Sumber Daya Manusia (MSDM) dari Kasmir (2016), yaitu: perkiraan, perencanaan, pengorganisasian, pelaksanaan, dan pengendalian. Hasil/Temuan: Hasil penelitian menunjukkan bahwa pelaksanaan seleksi PPPK di Kota Bukittinggi telah mengikuti prosedur yang ditetapkan dan prinsip meritokrasi. Namun masih ditemukan beberapa hambatan seperti keterbatasan anggaran, ketidaksesuaian jumlah formasi dengan pelamar, dan kesulitan peserta dalam memahami sistem seleksi daring. Meski demikian, BKPSDM telah melakukan berbagai upaya seperti penguatan sosialisasi, pendampingan teknis, dan koordinasi lintas sektor. Kesimpulan: Pelaksanaan seleksi PPPK di BKPSDM Kota Bukittinggi sudah cukup baik dan sesuai aturan, namun diperlukan peningkatan pada aspek anggaran, sistem informasi, dan literasi digital peserta agar pelaksanaan seleksi ke depan dapat berjalan lebih optimal dan adil.
