Abstract
ABSTRACT Problem Statement/Background (GAP): The workload distribution among divisions at the PMDPPA Office in Toba Regency remains suboptimal, resulting in work imbalance and decreased effectiveness. This occurs despite existing regulations requiring government agencies to manage human resources based on workload analysis. Purpose: To analyze the implementation of workload analysis (ABK) at the PMDPPA Office of Toba Regency, North Sumatra Province. Method: This study employed a descriptive qualitative approach with data collected through interviews, observation, and documentation. In this study, a total of 10 informants were interviewed. Results/Findings: The study found discrepancies in workload distribution between divisions. The Women's and Children's Protection Division is overburdened, while the Secretariat Division is underutilized. This imbalance affects organizational effectiveness and accountability. Moreover, staff understanding of workload analysis is still limited. Conclusion: The implementation of workload analysis at the PMDPPA Office in Toba Regency is not yet optimal. Routine training, socialization, and evaluation are needed to improve workload distribution and enhance institutional performance. ABSTRAK Permasalahan/Latar Belakang (GAP): Belum optimalnya distribusi beban kerja antar bidang di Dinas PMDPPA Kabupaten Toba menyebabkan ketidakseimbangan pelaksanaan tugas dan berpotensi menurunkan efektivitas kerja. Padahal, pengelolaan sumber daya aparatur yang berbasis pada beban kerja telah menjadi kewajiban lembaga pemerintah melalui regulasi yang berlaku. Tujuan: Untuk mengetahui bagaimana penerapan analisis beban kerja (ABK) di Dinas PMDPPA Kabupaten Toba Provinsi Sumatera Utara. Metode: Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Pada penelitian ini jumlah informan yang diwawancarai sebanyak 10 orang. Hasil/Temuan: Hasil penelitian menunjukkan bahwa masih terdapat kesenjangan beban kerja antar bidang. Bidang Perlindungan Perempuan dan Anak mengalami kelebihan beban kerja, sedangkan Sekretariat mengalami kekurangan beban kerja. Ketidakseimbangan ini berdampak pada efektivitas kerja dan mempengaruhi akuntabilitas kinerja organisasi. Selain itu, ditemukan bahwa pemahaman pegawai terhadap konsep dan pelaksanaan ABK masih terbatas. Kesimpulan: Penerapan ABK di Dinas PMDPPA Kabupaten Toba belum sepenuhnya optimal. Dibutuhkan pelatihan, sosialisasi rutin, serta evaluasi berkala untuk meningkatkan efektivitas pelaksanaan ABK dan pemerataan distribusi kerja antar bidang.
