Abstract

ABSTRACT Problem Statement/Background (GAP): The rampant proliferation of illegal parking operations in North Jakarta Administrative City is driven by the increasing population and number of vehicles, alongside high economic activity that is not matched by the availability of official parking spaces. This situation has triggered increasingly complex parking problems that lead to acts of thuggery, disrupting public order and exacerbating other issues such as traffic congestion and obstructed Regional Original Revenue (PAD), which cannot be resolved sectorally by a single agency. Purpose: This research aims to describe the form of collaboration established between the Civil Service Police Unit (Satpol PP) and the Transportation Agency (Dishub) in regulating illegal parking attendants in North Jakarta Administrative City. Method: This research employs a descriptive qualitative method using the collaborative governance approach by Ansell and Gash. Informants were selected through purposive sampling techniques. Results: The collaboration between Satpol PP and Dishub in the regulation of illegal parking attendants in North Jakarta is based on the theory of collaborative governance, which includes initial conditions, institutional design, facilitative leadership, and the collaborative process. Several findings were obtained: The initial condition faced imbalanced resources and a lack of prior cooperation history between Satpol PP and Dishub. The institutional design is still characterized by incidental coordination mechanisms and lacks a structured and permanent system. Facilitative leadership has successfully driven effective technical implementation, although a clear leading sector as a neutral facilitator is still absent. The collaborative process has had a positive impact but remains unsustainable due to the absence of Standard Operating Procedures (SOPs) and a formal coordination structure. It is also hampered by sectoral work culture, vertical bureaucracy, and the lack of a neutral facilitator. Conclusion: The collaboration in regulating illegal parking attendants in North Jakarta has been implemented at a technical level but is not yet optimal institutionally. Strengthening is needed through the establishment of a permanent coordination forum, joint SOPs, and cross-sectoral leadership capable of bridging differences in authority so that the regulation of illegal parking can be carried out effectively and sustainably. Keywords: Collaborative Governance, Department of Transportation, Illegal Parking Attendants, Satpol PP ABSTRAK Permasalahan/Latar Belakang (GAP): Maraknya penyelenggaraan parkir liar di Kota Administrasi Jakarta Utara yang disebabkan peningkatan jumlah penduduk dan kendaraan dengan tingginya aktivitas perekonomian yang tidak sebanding dengan ruang lahan parkir resmi yang ada. Sehingga, memicu masalah perparkiran yang kian kompleks mengarah pada aksi premanisme yang mengganggu ketertiban umum serta memperparah permasalahan lainnya, seperti kemacetan dan menghambat Pendapatan Asli Daerah (PAD) yang tidak dapat diselesaikan secara sektoral oleh satu instansi. Tujuan: Penelitian ini bertujuan untuk mendeskripsikan bentuk kolaborasi yang terbentuk antara Satpol PP dan Dishub dalam penertiban juru parkir liar di Kota Administrasi Jakarta Utara. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan teori collaborative governance dari Ansell dan Gash. Informan dipilih melalui teknik purposive sampling. Hasil/Temuan: Hasil penelitian kolaborasi antara Satpol PP dan Dishub dalam penertiban juru parkir liar di Kota Administrasi Jakarta Utara berlandaskan pada teori collaborative governance yang mencakup kondisi awal, desain instusional, kepemimpinan fasilitatif, dan proses kolaboratif diperoleh beberapa temuan. Kondisi awal penertiban juru parkir liar dihadapkan dengan ketimpangan sumber daya dan minimnya Sejarah kerja sama antara Satpol PP dan Dishub. Desain institusional dengan mekanisme koordinasi yang masih bersifat insidental dan belum terstruktur secara permanen. Kepemimpinan yang bersifat fasilitatif berhasil mendorong pelaksanaan teknis berjalan efektif, meski belum ada leading sector yang tegas sebagai fasilitator netral. Proses kolaboratif menghasilkan dampak positif, namun masih belum berkelanjutan karena belum adanya SOP dan struktur koordinasi formal yang mengikat. Sehingga, terhambat oleh budaya kerja sektoral, birokrasi vertikal, serta absennya fasilitator netral. Kesimpulan: Kolaborasi dalam penertiban juru parkir liar di Jakarta Utara telah berjalan secara teknis, namun belum optimal secara kelembagaan. Diperlukan penguatan melalui pembentukan forum koordinasi permanen, SOP bersama, dan kepemimpinan lintas sektor yang mampu menjembatani perbedaan kewenangan agar penertiban parkir liar dapat dilakukan secara efektif dan berkelanjutan.
