Abstract
ABSTRACT Problem Statement/Background (GAP): This research was motivated by the results of the evaluation of the Electronic-Based Government System (SPBE) in 2023, where Bireuen Regency obtained an index value of 2.12 and was predicated as sufficient. The index value is relatively low compared to Pidie Jaya Regency, Bener Meriah, and Lhoksemawe City as Regencies/Cities bordering Bireuen Regency. Although in the implementation of SPBE the Bireuen Regency Government has involved third parties to collaborate, in reality the implementation of SPBE has not been optimal in Bireuen Regency. Purpose: The purpose of this study is to analyze how the collaboration process has been running in the Bireuen Regency Government through the Bireuen Regency Communication, Informatics and Cryptography Service in implementing SPBE. Method: The research method used is qualitative with a descriptive approach. Data were collected through in-depth interviews with Diskominsa officials, IT experts, and community representatives, and the study also used documentation to strengthen the research results. Data were analyzed using the conceptcollaborative governancefrom Ansell and Gash (2008). Result: The results of the study showed that the dimensions of Facilitative Leadership and Institutional Design have not been running well. As for the Initial Condition dimension, there is a gap where the government is more dominant than other actors. While the Collaboration Process dimension has been running well, it's just that the dialogue is carried out by visiting the relevant regional apparatus, and the community is not actively involved. And each digital service application in the Regional Apparatus has not been integrated and managed separately. Conclusion: Government collaboration in implementing the Electronic-Based Government System (SPBE) in Bireuen Regency shows that its implementation has not been optimal. The government needs to improve coordination between Regional Apparatus, ensure good system integration, and build commitment from the leadership level to technical implementers so that each party has the same vision in the digital transformation of government. The government also needs to facilitate collaborative forums involving elements of government, academics, the private sector and the community in order to expand participation and innovation. ABSTRAK Permasalahan/Latar Belakang (GAP): Penelitian ini dilatarbelakangi karena hasil evaluasi Sistem Pemerintahan Berbasis Elektronik (SPBE) tahun 2023, dimana Kabupaten Bireuen memperoleh nilai indeks sebesar 2,12 dan berpredikat cukup. Nilai indeks tersebut tergolong rendah dibandingkan dengan Kabupaten Pidie Jaya, Bener Meriah, dan Kota Lhoksemawe sebagai Kabupaten/Kota yang berbatasan dengan Kabupaten Bireuen. Meskipun dalam penerapan SPBE Pemerintah Kabuapten Bireuen sudah melibatkan pihak ketiga untuk berkolaborasi, akan tetapi nyatanya dalam penerapan SPBE belum optimal di Kabupaten Bireuen. Tujuan: Tujuan dari penelitian ini adalah untuk menganalisis bagaimana proses kolaborasi yang telah berjalan di Pemerintah Kabupaten Bireuen melalui Dinas Komunikasi, Informatika dan Persandian Kabupaten Bireuen dalam penerapan SPBE. Metode: Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui wawancara mendalam dengan pejabat Diskominsa, tenaga ahli TI, dan perwakilan masyarakat, dan studi juga menggunakan dokumentasi untuk memperkuat hasil penelitian. Data dianalisis menggunakan konsep collaborative governance dari Ansell dan Gash (2008). Hasil/Temuan: Hasil penelitian menunjukkan bahwa dimensi Kepemimpinan Fasilitatif dan Desain Kelembagaan belum berjalan dengan baik. Adapun pada dimensi Kondisi Awal terdapat kesenjangan dimana pemerintah lebih dominan daripada aktor lainnya. Sedangkan pada dimensi Proses Kolaborasi sudah berjalan dengan baik, hanya saja dialog dilaksanakan secara visit ke perangkat daerah terkait, dan masyarakat tidak dilibatkan secara aktif. Serta setiap aplikasi layanan digital di Perangkat Daerah belum terintegrasi dan dikelola secara terpisah. Kesimpulan: Kolaborasi pemerintah dalam penerapan Sistem Pemerintahan Berbasis Elektronik (SPBE) di Kabupaten Bireuen menunjukkan bahwa pelaksanaannya belum maksimal. Pemerintah perlu meningkatkan koordinasi antar Perangkat Daerah, memastikan integrasi sistem yang baik, dan membangun komitmen dari tingkat pimpinan hingga pelaksana teknis menjadi penting agar setiap pihak memiliki visi yang sama dalam transformasi digital pemerintahan. Pemerintah juga perlu memfasilitasi forum kolaboratif yang melibatkan unsur pemerintah, akademisi, swasta dan masyarakat guna memperluas partisipasi dan inovasi.
