Abstract
ABSTRACT Problem Statement/Background (GAP): The coverage of Digital Population Identity (IKD) of West Papua Province in 2024 is still 2.82%, still below the target of 5% of the total population. Kaimana Regency itself with a population of 65,490 people at the end of 2023 only reached 4.82% of the total e-KTP needsforIKD use, thisisfar below the Ministry of Home Affairs' target of 15%. Purpose: This research aims to analyze the implementation of the SAPUJADI (One Package Document Ready) mobile service program in the activation of Digital Population Identity (IKD) in Kaimana Regency, West Papua Province. Method: The research method used is descriptive qualitative with data collection techniques through interviews, observation, and documentation. Research informants consisted of officials and staff of the Department of Population and Civil Registration as well as the community of Kaimana Regency. The theoretical approach of the research uses George R. Terry's implementation theory which includes six dimensions: leadership, attitude and morale, communication, motivation, supervision, and discipline. Result: The results show that: (1) The implementation of the SAPUJADI program in IKD activation has been running quite well in aspects of leadership, attitude and morale, communication, motivation, supervision, and discipline, although not yet optimal due to low community participation and limitations in budget and infrastructure; (2) Obstacles in program implementation include limited budget, inadequate infrastructure, suboptimal coordination, as well as low levels of technology understanding and community awareness; (3) Efforts made to overcome these obstacles include more efficient budget management, optimal utilization of available infrastructure, improved coordination with various parties, and intensified socialization regarding the urgency of IKD activation to the community. Conclusions: The implementation of the Jemput Bola SAPUJADI program in activating IKD in Kaimana Regency showed quite good results but was not yet optimal. Based on George R. Terry's theory of implementation analysis, the six dimensions show mixed results. The leadership of the Head of the Service is adaptive and participatory with direct involvement in the field, but is still constrained by limited human resources and information technology competencies. The attitude and morale of employees are manifested in the principle of "serving with love and heart" with a level of public satisfaction reaching 90.95%. Keywords: Implementation, Mobile Service SAPUJADI, Digital Population Identity ABSTRAK Permasalahan/Latar Belakang (GAP): Cakupan Identitas Kependudukan Digital (IKD) Provinsi Papua Barat pada tahun 2024 masih di angka 2,82%, masih dibawah target yang sebesar 5% dari total penduduk. Kabupaten Kaimana sendiri, dengan jumlah penduduk 65.490 jiwa pada akhir tahun 2023, baru mencapai 4,82% dari total wajib KTP-el untuk penggunaan IKD, hal ini jauh dibawah target dari Kementerian Dalam Negeri yang sebesar 15%. Tujuan: Penelitian ini bertujuan untuk menganalisis implementasi program layanan keliling SAPUJADI (Satu Paket Dokumen Siap) dalam aktivasi Identitas Kependudukan Digital (IKD) di Kabupaten Kaimana, Provinsi Papua Barat. Metode: Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Informan penelitian terdiri dari pejabat dan staf Dinas Kependudukan dan Pencatatan Sipil serta masyarakat Kabupaten Kaimana. Pendekatan teori penelitian menggunakan teori implementasi George R. Terry yang meliputi enam dimensi yaitu kepemimpinan, sikap dan moral, komunikasi, motivasi, pengawasan, dan kedisiplinan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa: (1) Implementasi program SAPUJADI dalam aktivasi IKD sudah berjalan cukup baik pada aspek kepemimpinan, sikap dan moral, komunikasi, motivasi, pengawasan, dan kedisiplinan meskipun belum optimal dikarenakan masih rendahnya partisipasi masyarakat serta keterbatasan anggaran dan sarana prasarana; (2) Kendala dalam implementasi program antara lain keterbatasan anggaran, sarana prasarana yang kurang memadai, koordinasi yang belum optimal, serta rendahnya pemahaman teknologi dan kesadaran masyarakat; (3) Upaya yang dilakukan untuk mengatasi kendala tersebut antara lain pengelolaan anggaran yang lebih efisien, pemanfaatan sarana prasarana yang tersedia secara optimal, peningkatan koordinasi dengan berbagai pihak, serta sosialisasi yang lebih intensif mengenai urgensi pengaktifan IKD kepada masyarakat. Kesimpulan: Pelaksanaan program Jemput Bola SAPUJADI dalam mengaktivasi IKD di Kabupaten Kaimana menunjukkan hasil yang cukup baik namun belum optimal. Berdasarkan teori analisis implementasi George R. Terry, keenam dimensi tersebut menunjukkan hasil yang beragam. Kepemimpinan Kepala Dinas bersifat adaptif dan partisipatif dengan keterlibatan langsung di lapangan, namun masih terkendala keterbatasan sumber daya manusia dan kompetensi teknologi informasi. Sikap dan moral pegawai diwujudkan dalam prinsip “melayani dengan kasih sayang dan sepenuh hati” dengan tingkat kepuasan masyarakat mencapai 90,95%.
