Abstract
ABSTRACT (Problem Statement/Background (GAP): The low ownership of the Child Identity Card (Kartu Identitas Anak/KIA) in Balangan District is caused by factors such as limited infrastructure, low digital literacy, and the suboptimal conventional service delivery. Despite efforts from the Department of Population and Civil Registration (Disdukcapil), the full potential of the services remains underutilized. These gaps highlight the need for better access to and greater utilization of KIA issuance services to foster legal protection for children. Purpose: This study aims to evaluate the performance of the GALUH SANGGAM service innovation in the issuance of KIA at Disdukcapil Balangan. The study assesses the factors limiting its effectiveness and provides recommendations for overcoming these challenges. Method: A qualitative descriptive approach was used in this study. Data was collected through interviews, observations, and document reviews involving staff from Disdukcapil Balangan and local residents. The analysis applied Everett M. Rogers’ innovation theory, focusing on five key dimensions: relative advantage, compatibility, complexity, trialability, and observability. Result: The study found that the GALUH SANGGAM program has been effective in accelerating and simplifying the KIA issuance process. However, challenges such as limited equipment, insufficient human resources, and low digital literacy among the public still exist. The program succeeded in reaching rural areas but faced issues like inadequate infrastructure and literacy barriers. Nevertheless, community-based initiatives such as mobile services and collaborations with local schools have shown some improvements. Conclusion: To enhance the effectiveness of the GALUH SANGGAM service innovation in KIA issuance, it is essential to improve socialization efforts, invest in infrastructure, and increase public participation. Strengthening digital literacy and expanding the service platform's digital services are also critical to the success of the innovation in Balangan District.. ABSTRAK Permasalahan (GAP) Permasalahan/Latar Belakang (GAP): Rendahnya kepemilikan Kartu Identitas Anak (KIA) di Kabupaten Balangan disebabkan oleh berbagai faktor seperti infrastruktur yang terbatas, rendahnya literasi digital, dan belum optimalnya pelayanan konvensional. Meskipun upaya dari Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil) telah dilakukan, potensi penuh dari layanan ini masih belum dimanfaatkan. Kesenjangan ini menunjukkan perlunya peningkatan aksesibilitas dan pemanfaatan layanan KIA untuk 1 2 memberikan perlindungan hukum bagi anak-anak. Tujuan: Penelitian ini bertujuan untuk mengevaluasi kinerja inovasi layanan GALUH SANGGAM dalam penerbitan KIA di Disdukcapil Kabupaten Balangan, menganalisis faktor-faktor yang membatasi efektivitasnya, dan memberikan rekomendasi untuk mengatasi tantangan yang ada. Metode: Pendekatan deskriptif kualitatif digunakan dalam penelitian ini. Pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi yang melibatkan staf Disdukcapil Kabupaten Balangan serta masyarakat. Analisis dilakukan dengan menggunakan teori inovasi Everett M. Rogers, yang mencakup lima dimensi utama: keunggulan relatif, kesesuaian, kompleksitas, kemungkinan dicoba, dan kemudahan diamati. Hasil/Temuan: Penelitian ini menemukan bahwa program GALUH SANGGAM cukup efektif dalam mempercepat dan menyederhanakan proses penerbitan KIA. Namun, masih terdapat tantangan seperti keterbatasan peralatan, kurangnya sumber daya manusia, dan rendahnya literasi digital masyarakat. Meskipun demikian, inisiatif berbasis komunitas seperti layanan keliling dan kerja sama dengan sekolah telah menunjukkan perbaikan. Kesimpulan: Untuk meningkatkan efektivitas inovasi layanan GALUH SANGGAM dalam penerbitan KIA, perlu adanya peningkatan upaya sosialisasi, investasi pada infrastruktur, serta peningkatan partisipasi publik. Penguatan literasi digital dan ekspansi layanan berbasis digital juga sangat penting untuk kesuksesan inovasi di Kabupaten Balangan.
