Abstract
Problem/Background (GAP): The problem underlying this research is the presence of homeless people and beggars who disturb the peace, public order, and aesthetics of Palu City, especially after the natural disaster in 2018 in Palu City. Purpose: This study aims to analyze the enforcement of the Regional Regulation on the handling of homeless people and beggars by the Public Order Police Unit of Palu City. Methods: This study uses a descriptive qualitative method. Data collection techniques include interviews, observation, and documentation. Data were collected through interviews with seven informants, consisting of officers from the Civil Service Police Unit (Satpol PP) of Palu City, residents of Palu City, as well as homeless individuals and beggars in Palu City. Results/Findings: The results of the study show that Satpol PP has made efforts to enforce the Regional Regulation concerning homeless people and beggars. However, homeless individuals and beggars are still found in several areas of Palu City, indicating that there is no deterrent effect on violators. This is due to the fact that the criminal sanctions stated in the regulation cannot be imposed by Satpol PP, as it falls outside their authority. Conclusion: Enforcement of Regional Regulations on Vagrants and Beggars by the Public Order Agency (Satpol PP) of Palu City has been carried out through preventive and repressive efforts but has not been optimal due to several obstacles. The criminal sanctions stipulated in the Regional Regulations have never been imposed on violators because it is not within the authority of Satpol PP. Although there are supporting factors for the enforcement of the Regional Regulations, the main obstacles come from the vagrants and beggars themselves, who continue to return to the streets despite having been raided by the Satpol PP of Palu City.
