Abstract
ABSTRACT Problem/Background (GAP): Welfare is a fundamental right guaranteed by the constitution, as stated in Article 34 of the 1945 Constitution. However, in practice, marginalized groups such as people with disabilities still experience difficulties in accessing full social welfare rights. In Bekasi City, people with disabilities face various obstacles, ranging from budget constraints to social stigma, which hinder the fulfillment of their rights. Purpose: This study aims to analyze the urgency of fulfilling social welfare rights for people with disabilities in Bekasi City, by highlighting the role of the government in the social empowerment process. Method: The study used a qualitative descriptive approach with Midgley's theory in the T3 dimension (level of life fulfillment, level of problem management, and level of opportunity to develop). Data were obtained through in-depth interviews with relevant stakeholders (government, private sector, community, and people with disabilities) as well as field observations. Results:The study shows that although there have been various initiatives from related parties, obstacles such as budget constraints that depend on the APBD, social stigma, and low motivation of individuals with disabilities are still the main challenges. However, there is a commitment from the Social Service, Ministry of Social Affairs, and community leaders in supporting the fulfillment of the rights of people with disabilities, especially through social empowerment strategies. Conclusion: Fulfillment of social welfare rights for people with disabilities in Bekasi City requires continuous and collaborative efforts between the government, community, and private sector, with a structured empowerment approach to overcome existing barriers and improve their quality of life.
