Abstract
ABSTRACT Problem Statement/Background (GAP): The advancement of information technology has necessitated digital reforms in public administration, including in civil service management. However, the implementation of the Electronic-Based Government System (SPBE) in Tanjung Jabung Barat Regency remains relatively low, with the lowest index among regencies in Jambi Province. This situation is exacerbated by administrative issues such as inaccurate employee data, delays in personnel administration processes, low levels of civil servant discipline, and the continued reliance on manual systems for attendance and data management. These conditions highlight a gap between the policy objective of digitizing personnel management and its practical implementation at the regional level. Purpose: This study aims to analyze the effectiveness of the implementation of the Civil Service Management Information System (SIMEKA) at the Regional Personnel and Human Resources Development Agency (BKPSDM) of Tanjung Jabung Barat Regency. Method: This research employs a descriptive qualitative method with an inductive approach. Data were collected through in-depth interviews, observation, and documentation. Data analysis was conducted using NVivo 12 Plus software to facilitate systematic coding, categorization, and interpretation. The analytical framework is based on the theory of computer based information system effectiveness proposed by Kenneth C. Laudon and Jane P. Laudon, encompassing organizational, managerial, and technological dimensions. Result: While the system has contributed to improving employee discipline and administrative efficiency, it still faces several challenges, including limited digital literacy, network disruptions, and the potential for attendance manipulation. Conclusion: The implementation of the SIMEKA system at the Civil Service and Human Resources Development Agency (BKPSDM) of Tanjung Jabung Barat Regency has not yet achieved full effectiveness. Mitigation efforts, such as collaboration with the Department of Communication and Informatics (Kominfo), attendance validation, and claim submission mechanisms, have been undertaken. However, full effectiveness requires further strengthening of infrastructure and enhancement of user capacity. Keywords: Effectiveness, SIMEKA, Civil Service Management, Information System, Electronic Based Government System (SPBE) ABSTRAK Permasalahan/Latar Belakang (GAP): Kemajuan teknologi informasi telah menuntut reformasi digital dalam penyelenggaraan pemerintahan, termasuk dalam aspek manajemen kepegawaian. Namun, implementasi Sistem Pemerintahan Berbasis Elektronik (SPBE) di Kabupaten Tanjung Jabung Barat masih tergolong rendah, dengan capaian indeks terendah di Provinsi Jambi. Kondisi ini diperburuk oleh permasalahan administratif yang meliputi ketidakakuratan data pegawai, keterlambatan dalam pemrosesan administrasi kepegawaian, rendahnya tingkat kedisiplinan ASN, serta dominannya praktik manual dalam proses absensi dan pengelolaan data. Hal ini menegaskan adanya kesenjangan antara kebijakan digitalisasi kepegawaian dengan realitas implementasi di tingkat daerah. Tujuan: Penelitian ini bertujuan untuk menganalisis efektivitas penerapan Sistem Informasi Manajemen Kepegawaian (SIMEKA) di BKPSDM Kabupaten Tanjung Jabung Barat, Metode: Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan induktif. Pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Analisis data dilakukan dengan bantuan perangkat lunak NVivo 12 Plus untuk melakukan pengkodean, kategorisasi, dan interpretasi data secara sistematis. Kerangka analisis menggunakan teori efektivitas sistem informasi berbasis komputer dari Kenneth C. Laudon dan Jane P. Laudon, yang mencakup dimensi organisasi, manajemen, dan teknologi informasi. Hasil/Temuan: Sistem ini telah membantu meningkatkan disiplin dan efisiensi administrasi, namun masih menghadapi hambatan seperti keterbatasan literasi digital, gangguan jaringan, dan manipulasi presensi. Kesimpulan: Penerapan SIMEKA di BKPSDM Kabupaten Tanjung Jabung Barat belum sepenuhnya efektif. Upaya mitigasi seperti kerja sama dengan Dinas Kominfo, validasi presensi, dan pengajuan klaim telah dilakukan, namun efektivitas penuh masih memerlukan penguatan infrastruktur dan peningkatan kapasitas pengguna.
