Abstract
ABSTRACT Problem/Background (GAP): the problem that underlies the researcher to take this title is the suboptimal collaborative government in implementing the One Data Indonesia policy in Kupang City. Purpose: The objective of this study is to analyze collaborative government in implementing the One Data Indonesia policy in the City. Method: This study uses a descriptive qualitative method with data collection techniques in the form of in-depth interviews, direct observation, and documentation studies from related agencies using the theory of government collaboration by Ansell and Gash in 2008. Results/Findings: the study shows that collaboration between actors is still formal and does not reflect strong integration, although there are various positive initiatives such as increasing understanding between actors, developing information systems, and preparing supporting regulations to strengthen synergy. Conclusion: This study concludes that the success of the implementation of the One Data Indonesia policy is highly dependent on the effectiveness of cross-sector collaboration, clear regulatory support, and readiness of resources and infrastructure. For this reason, strategic steps are needed to strengthen coordination, build trust between stakeholders, and optimize the use of information technology as a means of sustainable data integration. Keywords: Collaborative, One Data Indonesia, Kupang City, Public Policy ABSTRAK Permasalahan/Latar Belakang (GAP): permasalahan yang melatarbelakangi peneliti untuk mengambil judul ini adalah belum optimalnya kerjasama pemerintah dalam pelaksanaan kebijakan Satu Data Indonesia di Kota Kupang. Tujuan: Tujuan dari penelitian ini adalah untuk menganalisis kerja sama pemerintah dalam pelaksanaan kebijakan Satu Data Indonesia di Kota. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara mendalam, observasi langsung, dan studi dokumentasi dari instansi terkait dengan menggunakan teori kollaborasi pemerintahan milik ansell dan gash tahun 2008. Hasil/Temuan: penelitian menunjukkan bahwa kolaborasi antar aktor masih bersifat formal dan belum mencerminkan integrasi yang kuat, meskipun terdapat berbagai inisiatif positif seperti peningkatan pemahaman antar aktor, pengembangan sistem informasi, serta penyusunan regulasi pendukung untuk memperkuat sinergi. Kesimpulan: Penelitian ini menyimpulkan bahwa keberhasilan implementasi kebijakan Satu Data Indonesia sangat bergantung pada efektivitas kolaborasi lintas sektor, dukungan regulasi yang jelas, serta kesiapan sumber daya dan infrastruktur. Untuk itu, diperlukan langkah strategis dalam memperkuat koordinasi, membangun kepercayaan antar pemangku kepentingan, dan mengoptimalkan pemanfaatan teknologi informasi sebagai sarana integrasi data yang berkelanjutan.
