Abstract
ABSTRACT Problem Statement/Background (GAP): The problems faced are that there is still a disparity in the level of independence among Pokdakan, especially in aspects of cultivation, capital, financial management and group institutions, access to technology, market access, and partnerships. Purpose: The objective of this study was to identify the institutional classification of Pokdakan in Wates District and its impact on local community empowerment. Method: This study uses a descriptive qualitative method with data collection through interview techniques with 13 informants selected through Purposive Sampling, observation, and documentation, and analyzed using a non-numerical data processing application, namely NVivo 15. Results: The findings obtained by the author in this study are that the agency has carried out empowerment through several strategic policies. However, obstacles such as limited budget, facilities, and the absence of regional regulations as a legal basis for empowerment activities. In addition, the classification of Pokdakam in Wates District does not yet have a main class so that there is no Pokdakam that can be said to be completely independent, and there is a pattern of cooperation established by Pokdakam to support the development of its business. Conclusion: The Kediri Regency Government is working with the Fisheries Agency and extension workers to empower Pokdakan through class classification, Pokdakan class classification has proven to be a measure of group independence, where the higher the group, the higher the level of independence will be considered, partnerships with the government, private sector, financial institutions, and academics are important factors in supporting the sustainability of Pokdakan cultivation efforts. The researcher's suggestion is that strategic policies and ongoing assistance are needed by the Kediri Regency Government, the Fisheries Service and extension workers, as well as increasing the facilitation of cooperation with the private sector, financial institutions, and distributors so that Pokdakan can more easily access capital, feed, and markets.
