Abstract

ABSTRACT Problem Statement/Background (GAP): In Pacing Village, Padas District, Ngawi Regency, the prevalence rate of stunting is not in accordance with the 2020–2024 RPJMN target of 14%. Purpose: This study aims to analyze the implementation of Collaborative Governance in the effort to reduce stunting in Pacing Village, identify the inhibiting factors, and formulate strategies to address these challenges. Method: The study employs a descriptive qualitative approach, using data collection techniques such as in-depth interviews, documentation, and field observations. Result: The results show that the Collaborative Governance process has been implemented through three key stages: face-to- face dialogue, trust building, and shared commitment. Active involvement of the Stunting Reduction Acceleration Team (TPPS), village midwives, Posyandu cadres, the Family Welfare Movement (PKK), and community leaders has been crucial. However, there are challenges, including weak inter-sectoral communication, limited human resource capacity, low public literacy, and the absence of private sector participation through Corporate Social Responsibility (CSR) programs. Conclusion: To improve the effectiveness of Collaborative Governance in Pacing Village, it is recommended to expand stakeholder involvement by encouraging private sector collaboration through CSR, develop village-level Standard Operating Procedures (SOPs) that regulate collaboration mechanisms, strengthen local human resources, and utilize digital platforms for broader communication and education. ABSTRAK Permasalahan (GAP): Di Desa Pacing Kecamatan Padas Kabupaten Ngawi angka prevalensi stunting belum sesuai dengan target RPJMN 2020–2024 sebesar 14%. Tujuan: Penelitian ini bertujuan untuk menganalisis implementasi Collaborative Governance dalam upaya penurunan stunting di Desa Pacing, mengidentifikasi faktor penghambatnya, serta merumuskan strategi untuk mengatasi hambatan tersebut. Metode: Pendekatan yang digunakan adalah deskriptif kualitatif, dengan teknik pengumpulan data melalui wawancara mendalam, dokumentasi, dan observasi langsung di lapangan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa proses Collaborative Governance telah diterapkan melalui tiga tahapan penting, yaitu dialog tatap muka, pembangunan kepercayaan, dan komitmen bersama. Keterlibatan aktif dari Tim Percepatan Penurunan Stunting (TPPS), bidan desa, kader Posyandu, PKK, dan tokoh masyarakat menjadi kunci dalam pelaksanaan program. Namun demikian, masih ditemukan kendala seperti komunikasi lintas sektor yang belum optimal, keterbatasan kapasitas sumber daya manusia, rendahnya literasi masyarakat, serta belum terlibatnya sektor swasta melalui program Corporate Social Responsibility (CSR). Kesimpulan: Untuk meningkatkan efektivitas Collaborative Governance di Desa Pacing, disarankan adanya pelibatan lebih luas dari sektor swasta melalui CSR, penyusunan SOP khusus di tingkat desa yang mengatur mekanisme kolaborasi, serta penguatan kapasitas SDM lokal dan pemanfaatan teknologi digital sebagai media komunikasi dan edukasi yang lebih luas.
