Abstract
ABSTRACT Problem Statement (GAP): In empowering seaweed farmers, there are several problems, including the lack of processing extension workers from the Fisheries Service, limited access to seaweed processing technology, and marketing of processed products that are still local in scale. Therefore, empowerment efforts are needed so that farmers can improve the quality and marketing of processed products to be able to reach the international market. Purpose: This study aims to describe and analyze the process of empowering seaweed farmers through the development of processed products in Pantai Amal Village, East Tarakan District, Tarakan City, North Kalimantan Province. Method: The method used is a qualitative method with a descriptive approach, through data collection techniques such as in-depth interviews and documentation studies. Data analysis is carried out in three stages: data reduction, data presentation, and drawing conclusions. The theory used is the theory of community empowerment by Edi Suharto (2009) which includes five dimensions: enabling, strengthening, protecting, supporting, and maintaining. Result: The results of the study show that empowerment by related agencies is not optimal. Training is still limited and has not reached all farmers, especially those who are not members of official groups. Access to technology and markets is still low. Conclusion: The local government through the Fisheries Service has attempted to build processing facilities and provide basic training in processing products such as dodol and seaweed floss. Institutional strengthening, cross-sector coordination, and more structured marketing strategies are needed to realize farmer independence and improve the welfare of coastal communities. Keywords: Community Empowerment, Seaweed Farmers, Processed Products ABSTRAK Permasalahan (Kesenjangan Penelitian): Pemberdayaan petani rumput laut masih menghadapi beberapa permasalahan, seperti kurangnya penyuluh dari Dinas Perikanan, terbatasnya teknologi pengolahan, dan pemasaran yang masih lokal. Tujuan: Penelitian ini bertujuan untuk mendeskripsikan proses pemberdayaan petani rumput laut melalui pengembangan produk olahan di Kelurahan Pantai Amal Kecamatan Tarakan Timur Kota Tarakan Provinsi Kalimantan Utara. Metode: Metode yang digunakan adalah metode kualitatif dengan pendekatan deskriptif, melalui teknik pengumpulan data seperti wawancara mendalam dan studi dokumentasi. Analisis data dilakukan dalam tiga tahap: reduksi data, penyajian data, dan penarikan kesimpulan. Teori yang digunakan adalah teori pemberdayaan masyarakat Edi Suharto (2009) yang mencakup lima dimensi: pemungkinan, penguatan, perlindungan, penyokongan, dan pemeliharaan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa pemberdayaan oleh instansi terkait belum optimal. Pelatihan masih terbatas dan belum menjangkau seluruh petani, terutama mereka yang tidak tergabung dalam kelompok resmi. Akses terhadap teknologi dan pasar pun masih rendah. Kesimpulan: Pemerintah daerah melalui Dinas Perikanan telah berupaya membangun fasilitas pengolahan serta memberikan pelatihan dasar pengolahan produk seperti dodol dan abon rumput laut. Diperlukan penguatan kelembagaan, koordinasi lintas sektor, dan strategi pemasaran yang lebih terstruktur untuk mewujudkan kemandirian petani dan meningkatkan kesejahteraan masyarakat pesisir.
