Abstract
Problem Statement/Background (GAP): Limited managerial capabilities and technological mastery by members, uneven institutional development, and lack of integration between empowerment programs and sustainable economic development efforts in the Fisheries Product Processing and Marketing Groups. Purpose: This study aims to analyze the implementation of empowerment for Fish Processing and Marketing Groups in Pasuruan Regency. Method: This study employs a qualitative exploratory method with a community-based approach and descriptive analysis, referring to the empowerment dimensions proposed by Chazienul Ulum. Data were collected through in-depth interviews (7 informants), field observations, and documentation. Result: The findings indicate that the empowerment of Poklahsar has been implemented effectively through active participation, capacity building, resource mobilization, and the strengthening of social networks. However, obstacles such as low digital literacy, suboptimal utilization of equipment, and uneven leadership among groups still persist. Conclusion: The empowerment of Poklahsar in Pasuruan Regency has yielded positive impacts, particularly in strengthening the role of women and enhancing local economic capacity, supported by the synergy between government agencies and community groups. To improve sustainability, it is recommended that continuous mentoring, digital innovation, and cross-sector collaboration be implemented.
