Abstract

ABSTRACT Problem Statement (Kesenjangan Penelitian): The main issue in this research is the low ownership rate of the Child Identity Card (KIA) in Bulukumba Regency. Purpose: The purpose of this study is to determine the effectiveness of the Department of Population and Civil Registration of Bulukumba Regency in increasing Child Identity Card (KIA) ownership. Method: This research uses a descriptive qualitative method with an inductive approach. Data collection techniques include observation, in-depth interviews with 20 informants, and documentation. Data were analyzed through data reduction, data display, and conclusion drawing using Duncan’s effectiveness theory in Steers (1985), which consists of three indicators: goal achievement, integration, and adaptation. Result: The results indicate that the effectiveness of KIA services is categorized as fairly good. In terms of goal achievement, there has been an increase in KIA ownership each year, although the national target has not yet been met. In terms of integration, there is collaboration between Disdukcapil, schools, and village governments in implementing collective services. In terms of adaptation, adjustments have been made through mobile services and improvements in facilities, although challenges remain in the form of limited human resources, underutilization of information technology, and geographic and internet access barriers in remote areas. Conclusion: The effectiveness of the Bulukumba Disdukcapil in improving KIA ownership is moderately successful but not yet optimal. There needs to be greater emphasis on community participation, digital service utilization, and equal service access in remote areas. It is recommended to enhance collaboration with schools, local communities, and village officials to achieve the national target. Keywords: Effectiveness; Child Identity Card; Population Administration ABSTRAK Permasalahan (Kesenjangan Penelitian): Permasalahan dalam penelitian ini adalah rendahnya tingkat kepemilikan Kartu Identitas Anak (KIA) di Kabupaten Bulukumba. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui efektivitas Dinas Kependudukan dan Pencatatan Sipil Kabupaten Bulukumba dalam meningkatkan kepemilikan Kartu Identitas Anak (KIA). Metode: Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan induktif. Teknik pengumpulan data meliputi observasi, wawancara mendalam terhadap 20 informan, serta dokumentasi. Analisis data dilakukan melalui proses reduksi data, penyajian data, dan penarikan kesimpulan menggunakan teori efektivitas Duncan dalam Steers (1985), yang mencakup tiga indikator: pencapaian tujuan, integrasi, dan adaptasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa efektivitas pelayanan KIA tergolong cukup. Pada indikator pencapaian tujuan, ditemukan adanya peningkatan jumlah kepemilikan KIA setiap tahun, meskipun belum mencapai target nasional. Pada indikator integrasi, terdapat kerja sama antara Disdukcapil dengan sekolah dan pemerintah desa dalam pelaksanaan layanan kolektif. Sementara pada indikator adaptasi, telah dilakukan penyesuaian melalui layanan jemput bola dan perbaikan sarana, namun masih terkendala oleh terbatasnya SDM, minimnya pemanfaatan teknologi informasi, serta hambatan geografis dan jaringan internet di daerah terpencil.. Kesimpulan: Efektivitas Disdukcapil Bulukumba dalam peningkatan kepemilikan KIA telah berjalan cukup baik, namun belum maksimal. Perlu penguatan pada aspek partisipasi masyarakat, pemanfaatan teknologi informasi, dan pemerataan layanan di wilayah terpencil. Disarankan agar kolaborasi dengan sekolah, komunitas lokal, dan perangkat desa terus ditingkatkan agar target nasional dapat tercapai.
