Abstract
ABSTRACT Problem/Background (GAP): Tourism development is an effort to increase the quantity and quality of tourist visits. In Kupang City, Kelapa Lima Beach has great potential as a leading tourist destination that can drive the local economy. However, the development of this beach still faces several challenges, such as lack of infrastructure, limited promotion, and low community participation in tourism management. Therefore, structured efforts are needed in the management and development of this beach to maximize its benefits for the local economy. Purpose: This study aims to identify the inhibiting and supporting factors in the development of the Kelapa Lima Beach tourism object and the efforts made by the government to overcome these obstacles, in order to maximize the role of this beach as a local economic driver. Method: This study uses a descriptive qualitative method with data collection techniques through observation, interviews, and documentation. The data were analyzed through reduction, presentation, and conclusion drawing techniques, to provide a detailed picture of the supporting and inhibiting factors in the development of Kelapa Lima Beach. Results/Findings: The study results indicate that the development of the Kelapa Lima Beach tourism object has had a positive impact on the local economy through increased community income and job creation. However, several obstacles still exist, such as the lack of basic facilities, limited promotion, and suboptimal community participation. The government has made several efforts, such as improving infrastructure and promoting through social media, but more intensive collaboration between the government, the private sector, and the local community is needed. Conclusion: This study recommends that the Department of Tourism and Culture be more proactive in planning and managing Kelapa Lima Beach and increase synergy with the community and local business actors. Adequate infrastructure support and more targeted promotion are needed to increase tourist attraction and community welfare. Keywords: local economy, tourism development, environmental conservation ABSTRAK Permasalahan/Latar Belakang (GAP): Pengembangan objek wisata merupakan salah satu upaya untuk meningkatkan jumlah dan kualitas kunjungan wisata. Di Kota Kupang, Pantai Kelapa Lima memiliki potensi besar sebagai destinasi wisata unggulan yang dapat mendorong ekonomi lokal. Namun, pengembangan pantai ini masih menghadapi beberapa tantangan, seperti kurangnya infrastruktur, minimnya promosi, dan rendahnya partisipasi masyarakat dalam pengelolaan wisata. Untuk itu, diperlukan upaya yang lebih terstruktur dalam pengelolaan dan pengembangan pantai ini agar memberikan manfaat maksimal bagi perekonomian lokal. Tujuan: Penelitian ini bertujuan untuk mengidentifikasi faktor penghambat dan faktor pendukung dalam pengembangan objek wisata Pantai Kelapa Lima serta upaya yang dilakukan pemerintah untuk mengatasi hambatan tersebut, guna memaksimalkan peran pantai ini sebagai penggerak ekonomi lokal. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Data dianalisis melalui teknik reduksi, penyajian, dan penarikan kesimpulan, guna menggambarkan secara rinci faktor pendukung dan penghambat pengembangan Pantai Kelapa Lima. Hasil/Temuan: Hasil penelitian menunjukkan bahwa pengembangan objek wisata Pantai Kelapa Lima telah memberikan dampak positif bagi ekonomi lokal melalui peningkatan pendapatan masyarakat dan penciptaan lapangan kerja. Namun, beberapa hambatan masih ditemukan, seperti keterbatasan fasilitas dasar, kurangnya promosi, dan partisipasi masyarakat yang belum optimal. Pemerintah telah melakukan beberapa upaya, seperti peningkatan infrastruktur dan promosi melalui media sosial, namun diperlukan kolaborasi lebih intensif antara pemerintah, swasta, dan masyarakat setempat. Kesimpulan: Penelitian ini merekomendasikan agar Dinas Pariwisata dan Kebudayaan lebih proaktif dalam perencanaan dan pengelolaan Pantai Kelapa Lima serta meningkatkan sinergi dengan masyarakat dan pelaku usaha lokal. Dukungan infrastruktur yang memadai dan promosi yang lebih terarah sangat diperlukan untuk meningkatkan daya tarik wisata dan kesejahteraan masyarakat setempat.
