Abstract
ABSTRACT Problem/Background (GAP): The circulation of illegal cigarettes in Tegal Regency is a serious concern for the Tegal Regency Regional Government because there has been an increase in the number of illegal cigarettes circulating from 2022 to 2024, both in terms of the number of sticks and violators, thus having a negative impact on state revenue and community welfare. Objective: This study aims to determine the synergy between the Civil Service Police Unit and Customs in eradicating illegal cigarettes in Tegal Regency. Method: The research method used is descriptive qualitative using the synergy theory by Najiyati and Rahmat (2011), with data collection through interviews, observations, and documentation from various sources, including Civil Service Police Unit and Customs officials, business actors, the community, and related documents. This study uses data analysis techniques, starting from data collection, data reduction and data presentation, and drawing conclusions. Results/Finding: The results of the study show that the synergy between the Civil Service Police Unit and Customs in eradicating the circulation of illegal cigarettes in Tegal Regency has not been optimal because there are obstacles or barriers both from within the organization and from outside the organization. Conclusion: The synergy between Satpol PP and Tegal Regency Customs is still not optimal. Therefore, future illegal cigarette eradication operations need to be considered more comprehensively, by considering various related aspects. Keywords: Synergy, Civil Service Police Unit, Customs ABSTRAK Permasalahan/Latar Belakang (GAP): Peredaran rokok ilegal di Kabupaten Tegal menjadi perhatian serius bagi Pemerintah Daerah Kabupaten Tegal karena terdapat peningkatan jumlah peredaran rokok ilegal dari tahun 2022 hingga 2024, baik dari sisi jumlah batang maupun pelanggar sehingga menimbulkan dampak negatif terhadap pendapatan negara dan kesejahteraan masyarakat. Tujuan : Penelitian ini bertujuan untuk mengetahui sinergitas antara Satuan Polisi Pamong Praja dan Bea Cukai dalam pemberantasan rokok ilegal di Kabupaten Tegal. Metode: Metode penelitian yang digunakan adalah deskriptif kualitatif menggunakan teori sinergitas oleh Najiyati dan Rahmat (2011), dengan pengumpulan data melalui wawancara, observasi, dan dokumentasi dari berbagai sumber, termasuk pejabat Satuan Polisi Pamong Praja dan Bea Cukai, pelaku usaha, masyarakat, serta dokumen terkait. Penelitian ini menggunakan teknik analisis data (Sugiyono:2018) yaitu dimulai dari pengumpulan data, reduksi data dan penyajian data serta penarikan kesimpulan.. Hasil: Hasil penelitian menunjukkan bahwa sinergitas antara Satuan Polisi Pamong Praja dan Bea Cukai dalam pemberantasan peredaran rokok ilegal di Kabupaten Tegal berjalan belum optimal karena terdapat kendala atau hambatan baik yang berasal dari internal organisasi maupun yang berasal dari eksternal organisasi. Kesimpulan: Sinergitas antara Satpol PP dan Bea Cukai Kabupaten Tegal masih belum optimal. Oleh karena itu, operasi pemberantasan rokok ilegal ke depan perlu diperhatikan secara lebih menyeluruh, dengan mempertimbangkan berbagai aspek yang terkait.
