Abstract
ABSTRACT Problem/Background (GAP): the number of tourists visiting Balikpapan City continues to increase every year but there will be a decrease in the number of tourists visiting Manggar Beach in 2023. Purpose: The purpose of this research is to analyze the role of the Balikpapan City Youth, Sports and Tourism Department in developing the Manggar Beach tourist attraction in Balikpapan City, East Kalimantan Province. Method: This research uses a descriptive qualitative approach with primary and secondary data sources. Data collection techniques are carried out through interviews, observation and documentation. Interviews were conducted with 17 informants using Purposive Sampling and Snowball Sampling techniques. Results/Findings: The research results show that the role of the Balikpapan City Youth, Sports and Tourism Department has been working quite well as a motivator, facilitator and dynamist in the development of the Manggar Beach tourist attraction. The Department of Youth, Sports and Tourism is active in promoting destinations, providing relevant information, building and managing tourism infrastructure, and collaborating with various parties such as the government, private sector, academics, media and the community to support the development of the tourism sector. However, there are still several challenges such as a lack of awareness among tourists about maintaining environmental cleanliness, high entrance ticket prices for some tourists, and competition with other tourist destinations in Balikpapan City. Conclusion: The role of the Youth, Sports and Tourism Department in developing the Manggar Beach tourist attraction in Balikpapan City has gone quite well but there are still several obstacles. Keywords: Youth, Sports and Tourism Department, Tourism Development, Role ABSTRAK Permasalahan/Latar Belakang (GAP) : jumlah wisatawan yang berkunjung ke Kota Balikpapan setiap tahunnya terus meningkat namun terdapat penurunan jumlah wisatawan yang berkunjung ke Pantai Manggar pada tahun 2023. Tujuan: Tujuan dari penelitian ini adalah untuk menganalisis peran Dinas Pemuda, Olahraga, dan Pariwisata Kota Balikpapan dalam pengembangan objek wisata Pantai Manggar di Kota Balikpapan Provinsi Kalimantan Timur. Metode: Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan sumber data primer dan sekunder. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Wawancara dilakukan dengan 17 informan melalui teknik Purposive Sampling dan Snowball Sampling. Hasil/ Temuan: Hasil penelitian menunjukkan bahwa peran Dinas Pemuda Olahraga dan pariwisata Kota Balikpapan sudah berjalan cukup baik sebagai motivator, fasilitator, dan dinamisator dalam pengembangan Objek Wisata Pantai Manggar. Dinas Pemuda Olahraga dan Pariwisata aktif dalam mempromosikan destinasi, menyediakan informasi yang relevan, membangun dan mengelola infrastruktur wisata, serta menjalin kerjasama dengan berbagai pihak seperti pemerintah, swasta, akademisi, media, dan masyarakat untuk mendukung perkembangan sektor wisata. Namun, masih terdapat beberapa tantangan seperti kurangnya kesadaran wisatawan terhadap menjaga kebersihan lingkungan, mahalnya harga tiket masuk bagi sebagian wisatawan, serta persaingan dengan destinasi wisata lainnya yang ada di Kota Balikpapan. Kesimpulan : Peran Dinas Pemuda Olahraga dan Pariwisata dalam pengembangan Objek Wisata Pantai Manggar di Kota Balikpapan sudahberjalan cukup baik namun masih terdapat beberapa hambatan.
