Abstract

ABSTRACT Problem Statement/Background (GAP): IKD activation achievement is still low, far below the regional and national targets in Yogyakarta City. Purpose: The purpose of this study is to analyze the evaluation of the Digitial Population Identity Activation program at the Population and Civil Registration Office of Yogyakarta City. Method: This research uses a qualitative approach with a descriptive method that aims to analyze the evaluation of the Digital Population Identity Activation program at the Population and Civil Registration Office of Yogyakarta City. The analysis in this study is based on evaluation theory according to Nurcholis (2007: 277-278), which assesses evaluation through four aspects, namely inputs, processes, outputs, and outcomes. Data were collected through in-depth interviews with 4 informants, direct observation, and documentation as supporting data that strengthens the research results. Result: The findings obtained by the author in the research conducted at the Population and Civil Registration Office of Yogyakarta City are that the implementation of the digital population identity activation program is still not fully effective. This is because the output dimension has not been achieved as well as various obstacles such as the diverse society of Yogyakarta City, the lack of public understanding of IKD, and limited human resources, so that further efforts are needed from the Population and Civil Registration Office of Yogyakarta City. Conclusion: The Digital Population Identity Activation Program at the Population and Civil Registration Office of Yogyakarta City has been well implemented, but not yet on target. Target indicators in the output dimension have not been met, and there are still obstacles that require further handling. Keywords: Evaluation, Activation, Digital Population Identity 1 ABSTRAK Permasalahan/Latar Belakang (GAP): Masih rendahnya capaian aktivasi IKD, jauh di bawah target daerah dan nasional di Kota Yogyakarta. Tujuan: Tujuan dari penelitian ini adalah untuk menganalisis evaluasi program Aktivasi Identitas Kependudukan Digitial di Dinas Kependudukan dan Pencatatan Sipil Kota Yogyakarta. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif yang bertujuan untuk menganalisis evaluasi program Aktivasi Identitas Kependudukan Digital di Dinas Kependudukan dan Pencatatan Sipil Kota Yogyakarta. Analisis dalam penelitian ini didasarkan pada teori evaluasi menurut Nurcholis (2007:277-278), yang menilai evaluasi melalui empat aspek, yaitu input, proses, output, dan outcomes. Data dikumpulkan melalui wawancara mendalam terhadap 4 informan, observasi langsung, serta dokumentasi sebagai data pendukung yang memperkuat hasil penelitian. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian yang dilakukan di Dinas Kependudukan dan Pencatatan Sipil Kota Yogyakarta yaitu pelaksanaan program aktivasi identitas kependudukan digital masih belum sepenuhnya efektif. Hal ini disebabkan karena dimensi output belum tercapai serta berbagai kendala seperti masyarakat Kota Yogyakarta yang beragam, kurangnya pemahaman masyarakat tentang IKD, serta terbatasnya sumber daya manusia, sehingga diperlukan upaya penyelesaian dari Dinas Kependudukan dan Pencatatan Sipil Kota Yogyakarta lebih lanjut. Kesimpulan: Program Aktivasi Identitas Kependudukan Digital di Dinas Kependudukan dan Pencatatan Sipil Kota Yogyakarta sudah terlaksana dengan baik, namun belum tepat sasaran. Indikator sasaran pada dimensi output belum terpenuhi, serta masih terdapat hambatan yang memerlukan penanganan lebih lanjut. Kata kunci: Evaluasi, Aktivasi, Identitas Kependudukan Digital
