Abstract
ABSTRACT Problem/Background (GAP): Geographical limitations, low digital literacy, and limited infrastructure are the main inhibiting factors in equalizing population document services in Langkat District. One of the efforts made to bridge this gap is the launch of the WhatsApp-based Online Lapak innovation by the Population and Civil Registration Service of Langkat Regency. Purpose: This study aims to analyze the implementation of Lapak Online innovation in birth certificate services. Method: The method used is descriptive qualitative with an inductive approach through data collection techniques in the form of observation, in-depth interviews, and documentation. Results/Findings: The results of the study show that Lapak Online provides benefits in accelerating services and reducing the number of queues, and is proven to be in accordance with the needs of modern society, although it still faces obstacles in the form of technical complexity, low understanding of technology among elderly users, and limited service promotion. In responding to these challenges, the Dukcapil Service conducts direct education, collaborates with internet service providers, and strengthens internal evaluation and coordination. Conclusion: In conclusion, the Lapak Online innovation is a strategic step in realizing adaptive and responsive public services, but its success is greatly influenced by the readiness of infrastructure, human resource capacity, and the intensity of socialization to ensure the inclusiveness and sustainability of digital-based population administration services. Innovation, Department of Population and Civil Registration, Lapak Online. 2 ABSTRAK Permasalahan/Latar Belakang (GAP): Keterbatasan geografis, rendahnya literasi digital, serta keterbatasan infrastruktur menjadi faktor penghambat utama dalam pemerataan layanan dokumen kependudukan di Kabupaten Langkat. Salah satu upaya yang dilakukan untuk menjembatani kesenjangan tersebut adalah peluncuran inovasi Lapak Online berbasis WhatsApp oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Langkat. Tujuan: Penelitian ini bertujuan untuk menganalisis implementasi inovasi Lapak Online dalam pelayanan akta kelahiran. Metode: Metode yang digunakan adalah deskriptif kualitatif dengan pendekatan induktif melalui teknik pengumpulan data berupa observasi, wawancara mendalam, dan dokumentasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa Lapak Online memberikan manfaat dalam mempercepat layanan dan menekan jumlah antrian, serta terbukti sesuai dengan kebutuhan masyarakat modern, meskipun masih menghadapi kendala berupa kompleksitas teknis, rendahnya pemahaman teknologi di kalangan pengguna lanjut usia, dan keterbatasan promosi layanan. Dalam merespons tantangan tersebut, Dinas Dukcapil melakukan edukasi langsung, menjalin kerja sama dengan penyedia layanan internet, serta memperkuat evaluasi dan koordinasi internal. Kesimpulan: Kesimpulannya, inovasi Lapak Online merupakan langkah strategis dalam mewujudkan pelayanan publik yang adaptif dan responsif, namun keberhasilannya sangat dipengaruhi oleh kesiapan infrastruktur, kapasitas sumber daya manusia, serta intensitas sosialisasi untuk memastikan inklusivitas dan keberlanjutan pelayanan administrasi kependudukan berbasis digital.
