Abstract
ABSTRACT Problem Statement/Background (GAP): Bandar Lampung City has a high potential for widespread land fire hazards within Lampung Province. Currently, several land fire incidents still occur in Bandar Lampung, which may indicate inadequate risk management by the Bandar Lampung City Fire and Rescue Department. Purpose: This study aims to examine the risk management practices carried out by the Fire and Rescue Department. In addition, the research identifies inhibiting factors and the efforts undertaken by the department to overcome these challenges in mitigating land fire disasters in Bandar Lampung City. Method: This research employs a descriptive qualitative method, with data collection techniques including observation, interviews, and documentation. The data analysis process consists of data collection, data reduction, data presentation, and conclusion drawing. Result: The research findings indicate that the risk management implemented by the Fire and Rescue Department in mitigating land fire disasters in Bandar Lampung City has been relatively effective. This assessment is based on key risk management indicators, including the identification and exploration of risk types, intensity, and probability; the implementation of preventive measures in fire prone areas; the dissemination of information and public training on fire risks; and the incorporation of feedback from institutions and communities into risk-related decision-making processes. However, several challenges remain, such as inadequate supporting infrastructure, limited operational budgets and personnel skills, inaccurate reports from the public, remote locations with difficult access, as well as the impact of rising global temperatures and extreme weather patterns. Conclusion: To address the identified challenges, the department has undertaken several initiatives, including the provision of emergency fire service contact information across all areas, the proposal for procurement of essential supporting equipment, the allocation of additional operational funding, budgeting for personnel training, and establishing collaborations with the National Search and Rescue Agency (Basarnas) and the Indonesian National Armed Forces (TNI/Marines) to enhance the department’s operational capacity. The researcher recommends that the Bandar Lampung City Fire and Rescue Department enhance collaboration with the local police (Polres) and coordinate with the provincial and central governments to allocate adequate funding, infrastructure, and facilities.
