Abstract
ABSTRACT (Problem Statement/Background (GAP): The alignment of the vision and mission of regional head candidates with the long-term regional development plan (RPJPD) is critical for ensuring sustainable and effective regional development. In the case of Pacitan Regency, East Java, despite efforts by the local government and the Regional Development Planning Agency (Bappeda), challenges persist in the assessment process of candidate vision and mission suitability. These challenges include inadequate resources, lack of technical guidelines for verification, and informal coordination between agencies such as Bappeda and the General Elections Commission (KPU), which ultimately hinder a transparent and accountable evaluation process. Purpose: This research aims to evaluate the assessment process for the alignment of the vision and mission of regional head candidates with the RPJPD in Pacitan Regency. The study also aims to identify the factors that support or inhibit the effectiveness of this process and provide recommendations for improvements.. Method: A qualitative approach was employed using a descriptive method. Data were collected through interviews, observations, and document analysis from the Bappeda, KPU, and local community stakeholders. The CIPP (Context, Input, Process, Product) evaluation model was used to analyze the assessment process in a comprehensive manner. Result: The study found that the evaluation process faces several obstacles, including limited human resources, time constraints, and the lack of standardized guidelines. The coordination between Bappeda and KPU remains informal and lacks official documentation. However, some improvements were observed, including adjustments to candidates' visions and missions to better align with the RPJPD. Conclusion: Strengthening institutional capacity, improving procedural standards, and enhancing coordination between relevant agencies are essential to ensure the assessment process is more objective, transparent, and accountable. The development of more structured evaluation tools is also necessary for better alignment with the RPJPD.. Keywords: CIPP, Evaluation, Pacitan Regency, Regional Head Candidates, RPJPD, Transparency, Vision and Mission ABSTRAK Permasalahan/Latar Belakang (GAP): Kesesuaian visi dan misi calon kepala daerah dengan Rencana Pembangunan Jangka Panjang Daerah (RPJPD) sangat penting untuk memastikan keberlanjutan dan efektivitas pembangunan daerah. Di Kabupaten Pacitan, Provinsi Jawa Timur, meskipun telah ada upaya dari pemerintah daerah dan Badan Perencanaan Pembangunan Daerah (Bappeda), proses penilaian kesesuaian visi dan misi calon kepala daerah masih menghadapi berbagai tantangan. Tantangan tersebut antara lain terbatasnya sumber daya, tidak adanya pedoman teknis untuk verifikasi, dan koordinasi informal antara Bappeda dan Komisi Pemilihan Umum (KPU) yang menghambat proses evaluasi yang transparan dan akuntabel. Tujuan: Penelitian ini bertujuan untuk mengevaluasi proses penilaian kesesuaian visi dan misi calon kepala daerah dengan RPJPD Kabupaten Pacitan. Metode : Pendekatan kualitatif digunakan dengan metode deskriptif. Data dikumpulkan melalui wawancara, observasi, dan analisis dokumen dari Bappeda, KPU, dan pemangku kepentingan masyarakat setempat. Model evaluasi CIPP (Context, Input, Process, Product) digunakan untuk menganalisis proses penilaian secara komprehensif. Hasil/Temuan: Penelitian ini menemukan bahwa proses penilaian masih menghadapi beberapa hambatan, termasuk terbatasnya jumlah dan kapasitas sumber daya manusia, keterbatasan waktu, dan tidak adanya pedoman teknis yang distandarisasi. Koordinasi antara Bappeda dan KPU masih bersifat informal dan belum terdokumentasi secara resmi. Meskipun demikian, terdapat perbaikan dalam penyesuaian visi dan misi pasangan calon agar lebih sesuai dengan RPJPD. Kesimpulan: Penguatan kapasitas kelembagaan, peningkatan standar prosedur, dan peningkatan koordinasi antara instansi terkait sangat diperlukan untuk memastikan bahwa proses penilaian lebih objektif, transparan, dan akuntabel. Pengembangan instrumen evaluasi yang lebih terstruktur juga diperlukan agar proses penilaian lebih sesuai dengan RPJPD.
