Abstract
ABSTRACT (Problem Statement/Background (GAP): This study discusses the problems in controlling advertisements that violate the rules and whose permits have expired by the Hulu Sungai Tengah Regency Civil Service Police Unit, South Kalimantan Province. Purpose: This study is to determine how advertisements are controlled, inhibiting factors and efforts of the Hulu Sungai Tengah Regency Government in overcoming obstacles in controlling advertisements. Method: The method used is a qualitative descriptive method, which aims to obtain relevant data to produce findings in the study and conduct observations to determine the factual situation in the field. The researcher uses the regulation theory put forward by Miriam Budiardjo which has dimensions of power, facilities, binding rules, and sanctions. Results: This study shows that the regulation of advertisements by the Hulu Sungai Tengah Regency Civil Service Police Unit has been running quite well, but is still constrained by limited facilities, infrastructure, number of ASN, coordination between agencies, and low public awareness. The solutions include empowering contract workers, improving equipment, strengthening coordination, and socializing and approaching the community to increase compliance with advertising regulations. Conclusion: Regulation Advertisement by Satpol PP Hulu Sungai Tengah Regency has been implemented quite well. The implementation of this activity shows a commitment to maintaining orderly advertisements in the area. These efforts are important in supporting orderly administration and environmental aesthetics. Keywords: Control, Advertisement, Civil Service Police Unit ABSTRAK (Pernyataan Masalah/Latar Belakang (GAP) Penelitian ini membahas tentang permasalahan dalam penertiban reklame yang melanggar aturan dan yang izinnya telah habis masa berlakunya oleh Satuan Polisi Pamong Praja Kabupaten Hulu Sungai Tengah Provinsi Kalimantan Selatan. Tujuan: Penelitian ini untuk mengetahui bagaimana penertiban reklame, faktor penghambat dan upaya Pemerintah Kabupaten Hulu Sungai Tengah dalam mengatasi kendala dalam penertiban reklame. Metode: yang digunakan adalah metode deskriptif kualitatif, yang bertujuan untuk memperoleh data yang relevan untuk menghasilkan temuan dalam penelitian dan melakukan observasi untuk mengetahui keadaan faktual di lapangan. Peneliti menggunakan teori regulasi yang dikemukakan oleh Miriam Budiardjo yang memiliki dimensi kekuasaan, sarana, aturan yang mengikat, dan sanksi. Hasil: Penelitian ini menunjukkan bahwa penertiban reklame oleh Satpol PP Kabupaten Hulu Sungai Tengah sudah berjalan cukup baik, namun masih terkendala oleh keterbatasan sarana, prasarana, jumlah ASN, koordinasi antarinstansi, dan rendahnya kesadaran masyarakat. Solusinya meliputi pemberdayaan tenaga kontrak, peningkatan peralatan, penguatan koordinasi, serta sosialisasi dan pendekatan kepada masyarakat untuk meningkatkan kepatuhan terhadap aturan reklame. Kesimpulan: Penertiban reklame oleh Satpol PP Kabupaten Hulu Sungai Tengah telah terlaksana dengan cukup baik. Pelaksanaan kegiatan ini menunjukkan komitmen dalam menjaga ketertiban reklame di wilayah tersebut. Upaya tersebut penting dalam mendukung tertib administrasi dan estetika lingkungan.
