Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the problem of the low number of Digital Population Identity activations in Salatiga City which is caused by the lack of public understanding of Digital Population Identity. Purpose: This study aims to identify the strategies implemented by the Population and Civil Registration Service in improving the achievement of Digital Population Identity activation in Salatiga City. Method: This research is a type of qualitative research with a descriptive approach. Data collection techniques used include interviews, observations, questionnaires, and documentation. Result : The findings obtained by the author in this study are that the strategy implemented by the Population and Civil Registration Service of Salatiga City in increasing the activation of Digital Population Identity has been running well, although not yet optimal. Conclusion: The strategy implemented by the Population and Civil Registration Service in increasing the achievement of IKD activation in Salatiga City still experiences various obstacles and barriers. This strategy is analyzed using the Strategy Theory from Wheelen and Hunger in Sudiantini (2022:8) which includes four dimensions, namely environmental observation, strategy formulation, strategy implementation, and evaluation and control. However, there are still several aspects that need to be further evaluated, such as the low interest and understanding of the community in the IKD program, the limited number of human resources at the Salatiga City Population and Civil Registration Service, the socialization of IKD has not been running optimally, and the IKD has not been accepted as a public service transaction system by several user institutions. To overcome these obstacles, the most appropriate strategy that can be implemented by the Salatiga City Population and Civil Registration Service is to increase the number of human resources and increase socialization to the community. Keywords: Strategy, Digital Population Identity, Population Administration ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan rendahnya jumlah aktivasi Identitas Kependudukan Digital di Kota Salatiga yang disebabkan oleh kurangnya pemahaman masyarakat terhadap Identitas Kependudukan Digital. Tujuan: Penelitian ini bertujuan untuk mengidentifikasi strategi yang diterapkan oleh Dinas Kependudukan dan Pencatatan Sipil dalam meningkatkan capaian aktivasi Identitas Kependudukan Digital di Kota Salatiga. Metode: Penelitian ini termasuk jenis penelitian kualitatif dengan pendekatan deskriptif dengan Teknik pengumpulan data yang digunakan meliputi wawancara, observasi, kuesioner, dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu strategi yang diterapkan oleh Dinas Kependudukan dan Pencatatan Sipil Kota Salatiga dalam meningkatkan aktivasi Identitas Kependudukan Digital telah dilaksanakan, meskipun belum maksimal. Kesimpulan: strategi yang diterapkan oleh Dinas Kependudukan dan Pencatatan Sipil dalam meningkatkan capaian aktibasi IKD di Kota Salatiga masih mengalami berbagai kendala dan hambatan. Strategi ini dianalisis menggunakan Teori Strategi dari Wheelen dan Hunger dalam Sudiantini (2022:8) yang mencakup empat dimensi yaitu pengamatan lingkungan, perumusan strategi, implementasi strategi, serta evaluasi dan pengendalian. Namun, masih terdapat beberapa aspek yang perlu dievaluasi lebih lanjut, seperti rendahnya minat dan pemahaman masyarakat terhadap program IKD, terbatasnya jumlah sumber daya manusia di Disdukcapil Kota Salatiga, sosialisasi IKD belum berjalan secara maksimal, serta belum diterimanya IKD sebagai sistem transaksi pelayanan publik oleh beberapa lembaga pengguna. Untuk mengatasi hambatan tersebut, strategi yang paling sesuai yang dapat diterapkan oleh Disdukcapil Kota Salatiga yaitu dengan menambah jumlah SDm dan meningkatkan sosialisasi kepada masyarakat.
