Abstract
ABSTRACT Problem/Background (GAP): The high level of KIA ownership is not comparable to the level of utilization by the community. This condition is caused by the low level of public understanding of the function and benefits of KIA, the lack of intensity of socialization carried out by related agencies, and the lack of comprehensive integration of KIA with the available public service system. Purpose: To examine the implementation of the utilization of the Child Identity Card (KIA) in public services in Pematangsiantar City. Method: This study uses a qualitative approach, employing data collection techniques such as interviews and document analysis involving relevant stakeholders, including the Civil Registry Office, cooperating partners, and KIA users. Results/Findings: KIA has contributed to the recording of child population data; however, its benefits have not been fully realized by the public. This is indicated by the limited partnerships with key service sectors and the absence of effective monitoring and evaluation of KIA utilization in practice. Conclusion: The KIA program in Pematangsiantar City still faces challenges in its implementation. Strengthening regulatory frameworks, improving public outreach campaigns, and expanding integration with essential public service sectors are necessary to optimize its benefits. Keywords: KIA, Policy Implementation, Population Administration, KIA Utilization, Civil Registration ABSTRAK Permasalahan/Latar Belakang (GAP): Tingginya tingkat kepemilikan KIA tidak sebanding dengan tingkat pemanfaatan oleh masyarakat. Kondisi ini disebabkan oleh rendahnya pemahaman masyarakat mengenai fungsi dan manfaat KIA, kurangnya intensitas sosialisasi yang dilakukan oleh instansi terkait, serta belum terintegrasinya KIA secara menyeluruh dengan sistem pelayanan publik yang tersedia. Tujuan: Untuk mengetahui bagaimana implementasi kemanfaatan Kartu Identitas Anak (KIA) dalam pelayanan publik di Kota Pematangsiantar. Metode: Menggunakan pendekatan kualitatif dengan teknik pengumpulan data berupa wawancara dan analisis dokumen terhadap pihakpihak terkait, termasuk Dinas Dukcapil, mitra kerja sama, dan masyarakat pengguna KIA. 2 Hasil/Temuan: KIA telah memberikan kontribusi dalam pencatatan data kependudukan anak, namun manfaatnya belum sepenuhnya dirasakan masyarakat. Hal ini tercermin dari keterbatasan kerja sama dengan sektor layanan dasar serta kurangnya monitoring dan evaluasi atas pemanfaatan KIA di lapangan. Kesimpulan: Program KIA di Kota Pematangsiantar masih menghadapi tantangan dalam implementasinya. Diperlukan penguatan regulasi, peningkatan intensitas sosialisasi kepada masyarakat, serta integrasi yang lebih luas dengan sektor layanan publik untuk memaksimalkan kemanfaatannya.
