Abstract
Problem/Background (GAP): The problem underlying this research is the high flood disaster risk index in Merauke Regency which demands maximum community preparedness in facing potential disasters. The threat of flood disasters is a serious issue that has the potential to cause major impacts in Merauke Regency. However, on the other hand, community preparedness is still less than optimal, making Merauke Regency the 2nd region with the weakest resilience in facing disasters on Papua Island. Disaster management efforts that have been carried out have not been fully optimal, especially in efforts involving inter-sectoral. Purpose: To determine and describe community preparedness in flood disaster management in Merauke Regency, South Papua Province. Method: This study uses a descriptive qualitative method. Data collection techniques consist of interviews, observations, and documentation. Data collection techniques are carried out through interviews with 8 informants. Results/Findings: The results of the study indicate that there is no special fund allocation to address disasters in Merauke Regency. So the funds used when a disaster occurs are unexpected funds managed by BPKAD. Another obstacle is the lack of a good early warning system that can be received in real time by the community. One of the efforts made to overcome these obstacles is to increase budget allocation and human resource capacity and adequate infrastructure development. BPBD Merauke Regency also helps build infrastructure that can help communities prepare for flooding. They work with local governments to improve and strengthen drainage systems, build better evacuation facilities, and ensure adequate access for distributing aid during disasters. Conclusion: Community Preparedness in Merauke Regency has shown quite good results although it still requires further improvement in the four dimensions of preparedness.
