Abstract
ABSTRACT Problem Statement/Background (GAP): This research is feasible and necessary because firstly, from the results of the literature review, there are no studies that specifically discuss the same locality and focus. Second, the SPBE index value of Tolitoli Regency is still relatively low with a score of 2,18 with the predicate of "sufficient". Third, there is no smart city policy regulation in Tolitoli Regency. Fourth, several websites and information systems of the regional apparatus are not accessible because they are not integrated, and many services of the regional apparatus are still manual. Purpose: This study aims to analyze and describe the implementation of smart governance in Tolitoli Regency, Central Sulawesi Province. Method: The method used was qualitative with a descriptive approach to the implementation of electronic-based government system (SPBE). Data collection techniques included interviews, observation, and documentation, and were analyzed using the Miles and Huberman method, namely data reduction, data presentation, and inference. The data was also processed using NVivo 12 Plus to facilitate grouping based on major themes. This research utilized the theory of smart governance (Giffinger, 2007). Result: The Tolitoli District Government has attempted to implement smart governance to improve transparency, accountability and effectiveness of information technology-based public services well, although not yet optimally. Several digital services such as SP4N LAPOR, OSS, SIPD and PPID have been implemented with the support of official websites and social media. However, implementation still faces several obstacles, such as limited infrastructure, lack of ICT experts, suboptimal coordination among agencies, and lack of a comprehensive smart city master plan. Conclusion: Although there is no Smart City policy or masterplan, the Tolitoli Regency government has shown various efforts and continues to strive in creating Smart Governance. This is indicated by the improvement of digital infrastructure, HR training, budget optimization, and strengthening coordination through SPBE. In addition, strategies based on geographical conditions and socialization to the community are also pursued to ensure effective technology adoption. These steps are expected to accelerate digital transformation and improve the quality of public services in Tolitoli Regency. Keywords: Smart Governance, SPBE, Tolitoli Regency, Smart City ABSTRAK Permasalahan/Latar Belakang (GAP): Penelitian ini layak dan perlu dilakukan karena pertama dari hasil kajian literatur belum terdapat penelitian yang secara spesifik membahas lokus dan fokus yang sama. Kedua, nilai indeks SPBE Kabupaten Tolitoli masih tergolong rendah dengan skor 2,18 dengan predikat "Cukup". Ketiga, belum ada regulasi kebijakan Smart City di Kabupaten Tolitoli. Keempat, beberapa website dan sistem informasi perangkat daerah yang tidak dapat diakses karena belum terintegrasi serta banyak layanan perangkat daerah yang masih manual. Tujuan: Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan penerapan Smart Governance di Kabupaten Tolitoli, Provinsi Sulawesi Tengah. Metode: Metode yang digunakan adalah kualitatif dengan pendekatan deskriptif terhadap penerapan Sistem Pemerintahan Berbasis Elektronik (SPBE). Teknik pengumpulan data melibatkan wawancara, observasi, dan dokumentasi, serta dianalisis menggunakan metode Miles dan Huberman, yaitu reduksi data, penyajian data dan penarikan kesimpulan. Data juga diproses menggunakan NVivo 12 Plus untuk membantu pengelompokan berdasarkan tema utama. Penelitian ini menggunakan teori Smart Governance (Giffinger, 2007). Hasil/Temuan: Pemerintah Kabupaten Tolitoli telah berupaya menerapkan Smart Governance guna meningkatkan transparansi, akuntabilitas, dan efektivitas layanan publik berbasis teknologi informasi dengan baik, meskipun belum optimal. Beberapa layanan digital, seperti SP4N LAPOR, OSS, SIPD dan PPID, telah diterapkan dengan dukungan website resmi dan media sosial. Meskipun demikian, implementasi masih menghadapi berbagai kendala, seperti keterbatasan infrastruktur, kurangnya tenaga ahli TIK, koordinasi antar instansi yang belum optimal, serta belum adanya masterplan Smart City yang komprehensif. Kesimpulan: Meskipun belum ada kebijakan atau masterplan Smart City, namun pemerintah Kabupaten Tolitoli telah menunjukkan berbagai upaya dan terus berusaha dalam menciptakan Smart Governance. Hal ini ditandai dengan adanya peningkatan infrastruktur digital, pelatihan SDM, optimalisasi anggaran, serta penguatan koordinasi melalui SPBE. Selain itu, strategi berbasis kondisi geografis dan sosialisasi kepada masyarakat juga diupayakan guna memastikan adopsi teknologi berjalan efektif. Langkah-langkah ini diharapkan dapat mempercepat transformasi digital dan meningkatkan kualitas pelayanan publik di Kabupaten Tolitoli.
