Abstract
ABSTRACT Problem Statement/Background (GAP): The SANG AJUDAN website functions as a digital tool to convey information about the activities of the regional head to SKPK and the community. In its implementation, this website still tends to be passive or underutilized.This can be seen from the website visit data which has decreased in the last three years. Purpose: This study aims to identify and describe the successful elements of e-Government development through the SANG AJUDAN website in supporting information transparency regarding regional head activities in South Aceh Regency. Method: The research method used in this study is a qualitative descriptive approach, by analyzing the concepts and theories of successful elements of e-Government development according to JFK School of Government in Indrajit (2016). Data collection was conducted by using interview (13 Informant), observation, and documentation techniques. Result: In its realization, the SANG AJUDAN website has been able to assist the local government in supporting the transparency of information on regional head activities in South Aceh Regency. However, it still experiences several obstacles, including socialization that has not reached all levels of society, inadequate technological infrastructure, and the issue of budget deficits in South Aceh Regency which affects people's interest in visiting the website. Conclusion: The use of the SANG AJUDAN website in supporting the transparency of information on regional head activities can be categorized as not optimal. In order to optimize the use of the SANG AJUDAN website, there needs to be more intensive socialization, improve technological infrastructure through cooperation with third parties and convey regional financial conditions openly through official reports so that the public understands the situation that occurs regarding the issue of budget deficits so that the image of the regional head and government is good. Keywords: e-Government; Information Transparency; SANG AJUDAN Website ABSTRAK Permasalahan/Latar Belakang (GAP): Website SANG AJUDAN berfungsi sebagai sarana digital untuk menyampaikan informasi mengenai kegiatan kepala daerah kepada SKPK dan masyarakat. Dalam implementasinya website ini masih cenderung pasif atau kurang digunakan. Hal ini terlihat dari data kunjungan website yang mengalami penurunan dalam tiga tahun terakhir. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui realisasi dari elemen-elemen sukses pengembangan e-Government melalui website SANG AJUDAN dalam mendukung transparansi informasi publik mengenai kegiatan kepala daerah di Kabupaten Aceh Selatan. Metode: Penelitian ini menggunakan metode penelitian Deskriptif Kualititaif dengan analisis terhadap konsep dan teori Elemen-elemen sukses pengembangan e-Government menurut JFK School of Government dalam Indrajit (2016). Teknik pengumpulan data dilakukan melalui teknik wawancara (13 informan), observasi, dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu dalam realisasinya, website SANG AJUDAN sudah dapat membantu pemerintah daerah dalam mendukung transparansi informasi kegiatan kepala daerah di Kabupaten Aceh Selatan. Namun, masih mengalami beberapa kendala, diantaranya sosialisasi yang belum menjangkau seluruh lapisan masyarakat, infrastruktur teknologi yang belum memadai, dan adanya isu defisit anggaran di Kabupaten Aceh Selatan yang berpengaruh dalam ketertarikan masyarakat dalam mengunjungi website. Kesimpulan: Penggunaan Website SANG AJUDAN dalam mendukung transparansi informasi kegiatan kepala daerah dapat dikategorikan belum optimal. Guna mengoptimalkan pemanfaatan website SANG AJUDAN, perlu adanya sosialisasi yang lebih intensif, memperbaiki infrastruktur teknologi melalui kerja sama dengan pihak ketiga serta menyampaikan kondisi keuangan daerah secara terbuka melalui laporan resmi agar masyarakat memahami situasi yang terjadi mengenai isu defisit anggaran agar citra kepala daerah dan pemerintah menjadi baik.
