Abstract
ABSTRACT Problem Stetement/background (GAP) :The rapid development of information technology requires public service processes to adapt and have new innovations to improve the quality of services provided to the community. In this case, the South Lampung Dukcapil Disdukcapil implemented Digital Population Identity. However, the realization of IKD implementation shows that the figure is still small, namely 15.88%, which means that Community participation in the IKD program is still low. Purpose :This research aims to find out and describe community participation in the program to replace electronic identity cards with IKD in South Lampung Regency. Method : This research uses qualitative methods and analysis of participation using the Pretty concept in Wignyo 2009. Data collection techniques were carried out using in-depth interviews (11 informants), observation, and documentation as well as questionnaires as supporting data for 10 informants Result : The findings obtained by the researchers were that in the seven levels of participation according to Pretty, it was found that community participation in this program only reached the level of passive participation, which met the 3 indicators of passive participation, but at other levels, namely informative participation, participation through consultation, participation due to material incentives. functional participation, interactive participation, and mobilization were not achieved.. Conclusion : The level of community participation in the program to replace Electronic KTP with Digital Population Identity in South Lampung Regency is still at the initial level, namely passive participation because the community still tends to simply receive information without active involvement in the process of implementing the IKD program. Keywords : Community Participation, Digital Population Identity ` ABSTRAK Pernyataan Masalah/Latar Belakang (GAP) :Perkembangan teknologi informasi yang pesat menuntut proses pelayanan publik untuk beradaptasi dan memiliki inovasi baru untuk meningkatkan kualitas pelayanan yang diberikan kepada masyarakat. Dalam hal ini, Disdukcapil Dukcapil Lampung Selatan menerapkan Identitas Kependudukan Digital. Namun realisasi pelaksanaan IKD menunjukkan angka yang masih kecil yaitu 15,88% yang berarti partisipasi masyarakat dalam program IKD masih rendah. Tujuan :Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan partisipasi masyarakat dalam program penggantian kartu tanda penduduk elektronik dengan IKD di Kabupaten Lampung Selatan. Metode : Penelitian ini menggunakan metode kualitatif dan analisis partisipasi menggunakan konsep Pretty dalam Wignyo 2009. Teknik pengumpulan data dilakukan dengan menggunakan wawancara mendalam (11 informan), observasi, dan dokumentasi serta kuesioner sebagai data pendukung untuk 10 informan. Hasil/Temuan : Temuan yang diperoleh oleh peneliti yakni dalam ke tujuh tingkatan partisipasi menurut pretty ditemukan bahwa partisipasi masyarakat dalam program ini hanya mencapai tingkatan partisipasi pasif yang mana memenuhi 3 indikator dalam partisipasi pasif, namun dalam tingakatan yang lain yakni pasrtisipasi informatif, partisipasi melalui konsultasi, partisipasi karena insemtif material. partisipasi fungsional,partisipasi interaktif, dan mobilisisasi tidak tercapai.. Kesimpulan Abstrak : Tingkat partisipasi masyarakat dalam program penggantian KTP Elektronik dengan Identitas Kependudukan Digital di Kabupaten Lampung Selatan masih pada tingkat awal yaitu partisipasi pasif karena masyarakat masih cenderung hanya sekedar menerima informasi tanpa terlibat aktif dalam proses pelaksanaan program IKD.
