Abstract
Penelitian ini berjudul "Evaluasi Program Normalisasi Sungai Dalam Upaya Pengendalian Banjir Oleh Dinas Sumber Daya Air Bina Marga Bina Konstruksi Perumahan Rakyat Dan Kawasan Permukiman di Kabupaten Kotawaringin Timur". Latar belakang penelitian ini didorong oleh kenyataan bahwa program normalisasi sungai di Kabupaten Kotawaringin Timur masih menghadapi berbagai kendala, baik struktural maupun non-struktural. Oleh karena itu, evaluasi terhadap efektivitas pelaksanaan program ini diperlukan. Tujuan penelitian ini adalah untuk mengetahui sejauh mana program normalisasi sungai telah berjalan sesuai dengan tujuan yang ditetapkan, mengidentifikasi kendala yang dihadapi di lapangan, serta menganalisis dampaknya terhadap pengendalian banjir. Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data dilakukan melalui wawancara, dokumentasi, dan observasi. Proses analisis data meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa evaluasi program normalisasi sungai telah mencakup dimensi CIPP (Context, Input, Process, Product) dan program ini relevan untuk upaya pengendalian banjir di Kabupaten Kotawaringin Timur. Namun, pelaksanaan program masih menghadapi kendala signifikan, seperti tidak adanya anggaran khusus untuk program ini, adanya bangunan di sempadan sungai yang menghambat normalisasi, serta kurangnya kesadaran masyarakat dalam menjaga kebersihan sungai. Oleh karena itu, diharapkan pemerintah melakukan evaluasi dan perbaikan untuk meningkatkan efektivitas program di masa depan. Kata Kunci: Banjir, Normalisasi Sungai, Evaluasi This research has the title "Evaluation Of River Normalization Program In Flood Control Efforts By The Water Resources Of Public Housing And Residential Area Construction Department in East Kotawaringin Regency" is motivated by the fact that the river normalization program in Kotawaringin Timur Regency still faces various structural and non-structural challenges. Therefore, an evaluation of the effectiveness of the program’s implementation is necessary. The purpose of this research is to assess how well the program has been implemented in line with its objectives, identify the challenges encountered in the field, and analyze its impact on flood control efforts. This study uses a qualitative descriptive method with an inductive approach. Data collection techniques include interviews, documentation, and observation. Data analysis steps include data reduction, data presentation, and conclusion drawing. The results indicate that the evaluation of the river normalization program has covered the CIPP dimensions (Context, Input, Process, Product), and the program is relevant for flood control efforts in Kotawaringin Timur Regency. However, the program’s implementation still faces significant challenges, such as the lack of a dedicated budget for the program, the presence of buildings on riverbanks that hinder normalization efforts, and a lack of public awareness regarding waste disposal into rivers. Therefore, it is expected that the government will conduct further evaluations and improvements to enhance the effectiveness of the program in the future.
