Abstract
ABSTRACT Problem Statement/Background (GAP): The advancement of information technology has significantly impacted government administration. However, at the lower levels of government such as sub-districts, its utilization still faces several challenges, particularly related to human resource competencies. In North Prabumulih Sub-District, civil servants’ digital literacy remains low due to limited training opportunities, budget constraints, and inadequate supporting facilities. Purpose: This study aims to identify and describe the development of civil servant competencies in utilizing information technology. Method: A qualitative approach was used with data collected through interviews, observations, and documentation. The analysis refers to Hasibuan’s (2019) Competency Development Theory, which includes the dimensions of education, training, and job rotation. Result: The results indicate that the development of civil servant competencies in North Prabumulih Sub-District is fairly good, particularly in the training dimension. However, obstacles remain in terms of access to formal education, limited funding, low employee motivation, and suboptimal facilities and infrastructure. Conclusion: The competency development of civil servants in utilizing information technology in North Prabumulih Sub-District is moderately effective, yet improvements are needed through increased funding, motivation enhancement, better facilities, and well-targeted training programs. Keywords: Competency, Information Technology, Civil Servants ABSTRAK Rumusan Masalah/Latar Belakang (GAP): Perkembangan teknologi informasi memberikan dampak yang besar terhadap penyelenggaraan pemerintahan. Namun, pada tingkat pemerintahan paling bawah seperti kecamatan, pemanfaatannya masih menghadapi berbagai hambatan, terutama terkait kompetensi sumber daya manusia. Di Kecamatan Prabumulih Utara, penguasaan teknologi oleh PNS masih rendah, disebabkan oleh kurangnya pelatihan, keterbatasan anggaran, dan minimnya fasilitas pendukung. Tujuan: Untuk mengetahui dan mendeskripsikan bagaimana pengembangan kompetensi PNS dalam pemanfaatan teknologi informasi. Metode: Menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis menggunakan teori Pengembangan Kompetensi dari Hasibuan (2019) yang meliputi dimensi pendidikan, pelatihan, dan mutasi. Hasil: Hasil penelitian menunjukkan bahwa pengembangan kompetensi PNS di Kecamatan Prabumulih Utara sudah cukup baik, khususnya pada dimensi pelatihan. Namun, hambatan masih ditemukan dalam aspek pendidikan formal, keterbatasan anggaran, motivasi pegawai yang rendah, serta kurang optimalnya sarana prasarana. Kesimpulan: Pengembangan kompetensi PNS dalam pemanfaatan teknologi informasi di Kecamatan Prabumulih Utara berjalan cukup efektif, namun perlu ditingkatkan melalui penguatan anggaran, peningkatan motivasi, perbaikan fasilitas, dan pelaksanaan program pelatihan yang tepat sasaran.
