Abstract
ABSTRACT Problem Statement/Background (GAP): The Sidoarjo Regency Civil Service Police Unit (Satpol PP), together with Customs, throughout 2024 has destroyed 54 million illegal cigarettes, with estimated state losses reaching Rp 38.7 billion. The circulation of illegal cigarettes in Sidoarjo has become a particular concern due to its negative impact on regional income and public order. The Sidoarjo Regency Government, through Regent Regulation Number 4 of 2022, assigns Satpol PP to enforce regional regulations and eradicate illegal cigarettes. Purpose: This study aims to determine the social control carried out by the Civil Service Police Unit (Satpol PP) in controlling the circulation of illegal cigarettes in Sidoarjo Regency. Method: By using Qualitative method, this research will provide an in-depth understanding of how Satpol PP social control in handling the circulation of illegal cigarettes in Sidoarjo Regency and make this method a more effective approach in changing people's mindsets on the use of illegal cigarettes. Results/Findings: The results show that the social control implemented by the Sidoarjo Regency Civil Service Police Unit in combating the circulation of illegal cigarettes has been effective. The data indicate a decrease in the number of violations related to the circulation of illegal cigarettes in Sidoarjo Regency. This conclusion is supported by the results of interviews, observations, and documentation conducted by the researchers in the field, which demonstrate that the three dimensions comprising 11 indicators from the theoretical framework used in this study have been well implemented. Conclusion: The author concludes that the Civil Service Police Unit of Sidoarjo Regency has played a strategic role as a social control agent in regulating the circulation of illegal cigarettes in Sidoarjo Regency, and this role has been carried out effectively. Keywords: Social Control, Satpol PP, Illegal Cigarettes 1 ABSTRAK Permasalahan/Latar Belakang: Satpol PP Kabupaten Sidoarjo bersama Bea Cukai sepanjang tahun 2024 telah memusnahkan 54 juta batang rokok ilegal dengan kerugian negara diperkirakan mencapai Rp 38,7 miliar. Peredaran rokok ilegal di Sidoarjo menjadi perhatian khusus karena berdampak buruk pada pendapatan daerah dan ketertiban umum. Pemerintah Kabupaten Sidoarjo melalui Peraturan Bupati Nomor 4 Tahun 2022 menugaskan Satpol PP untuk menegakkan peraturan daerah dan memberantas rokok ilegal.. Tujuan: Penelitian ini bertujuan untuk mengetahui kontrol sosial yang dilakukan oleh Satuan Polisi Pamong Praja (Satpol PP) dalam menertibkan peredaran rokok ilegal di Kabupaten Sidoarjo. Metode: Dengan menggunakan metode Kualitatif Penelitian ini akan memberikan pemahaman mendalam bagaimana kontrol sosial Satpol PP dalam menangani peredaran rokok ilegal di Kabupaten Sidoarjo serta menjadikan cara ini sebagai pendekatan yang lebih efektif dalam mengubah pola pikir masyarakat pada penggunaan rokok ilegal. Hasil/Temuan: Hasil penelitian menunjukan bahwa kontrol sosial yang dilakukan oleh Satuan Polisi Pamong Praja Kabupaten Sidoarjo dalam mengatasi peredaran rokok ilegal dinilai mampu. Dibuktikan dengan data yang didapatkan menunjukkan bahwa adanya penurunan tingkat pelanggaran peredaran rokok ilegal di Kabupaten Sidoarjo. Hal ini juga terlihat dari hasil wawancara, observasi, dan dokumentasi yang dilakukan peneliti di lapangan, yang menunjukkan bahwa 3 dimensi yang terdiri dari 11 indikator dalam teori yang digunakkan untuk penelitian ini terlaksana dengan baik. Kesimpulan: Penulis menyimpulkan bahwa Satuan Polisi Pamong Praja Kabupaten Sidoarjo memiliki peran strategis sebagai agen kontrol sosial dalam menertibkan peredaran rokok ilegal di Kabupaten Sidoarjo sudah berjalan dengan baik.
