Abstract

ABSTRACT Problem Statement/Background (GAP): his research is motivated by the suboptimal implementation of the Online Single Submission (OSS) system in supporting the productivity of Civil Servants at the Investment and One-Stop Integrated Services Agency (DPMPTSP) of Padang City. Purpose: This study aims to analyze the effectiveness of the OSS implementation in improving the productivity of Civil Servants. Method: The methodology used is a descriptive qualitative approach, with data collection techniques including in-depth interviews, passive participatory observation, and documentation. The research employs the effectiveness theory of Subagyo in Budiani, which includes the dimensions of target accuracy, socialization, objectives, and program monitoring. Result: The results of this study show that among the four dimensions and eight sub-indicators assessed, only two sub-indicators—civil servant ethics and monitoring—were rated as good. The remaining six sub-indicators were found to be lacking, namely: civil servant competency development, implementation convenience, facilities and infrastructure, media, civil servant knowledge, and evaluation. Conclusion: The study concludes that the effectiveness of the OSS system has not yet been achieved. Therefore, the researcher recommends enhancing human resource capacity through training, optimizing the use of information technology, improving infrastructure, and strengthening both internal and external coordination. Keywords: Effectiveness, Employee Performance Targets (SKP), E-Kinerja ABSTRAK Rumusan Masalah/Latar Belakang (GAP): Perkembangan teknologi informasi berdampak besar terhadap penyelenggaraan pemerintahan. Namun, Penerapan Sasaran Kinerja Pegawai (Skp) Berbasis E-Kinerja Di Badan Kepegawaian Dan Pengembangan Sumber Daya Manusia Kabupaten Wajo Provinsi Sulawesi Selatan masih terdapat hambatan. Tujuan: Untuk menganalisis Efektivitas Penerapan Sasaran Kinerja Pegawai (SKP) Berbasis E-Kinerja Di Badan Kepegawaian Dan Pengembangan Sumber Daya Manusia Kabupaten Wajo Provinsi Sulawesi Selatan. Metode: Menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Teknik pengumpulan data dilakukan dengan wawancara, observasi, dan dokumentasi. Hasil: Hasil penelitian menemukan bahwa terdapat 2 (dua) indikator yang baik yakni dalam aspek produktivitas dan pengembangan. Sedangkan 3 (tiga) indikator lainnya kurang baik yaitu dari segi aspek efisiensi, kepuasan, dan adaptasi. Hambatan yang ditemukan dalam efektivitas penerapan SKP berbasis e-Kinerja meliputi sistem penilaian kinerja pegawai kurang objektif, kurangnya sosialisasi terkait penerapan SKP berbasis e-Kinerja, kurang maksimalnya reward and punishment, dan rendahnya pemahaman pegawai terhadap SKP berbasis e-Kinerja. Kesimpulan: Hasil penelitian bahwa Penerapan penilaian kinerja dengan SKP berbasis e-Kinerja di BKPSDM Kabupaten Wajo kurang efektif. Untuk itu diperlukan langkah-langkah seperti meningkatkan sistem reward and punishment, meningkatkan sosialisasi dan pelatihan pegawai, dan penguatan infrastruktur dan akses teknologi kepada seluruh pegawai di lingkungan Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Wajo Kata Kunci: Efektivitas, Sasaran Kinerja Pegawai (SKP), E-Kinerja
