Abstract

Problem Statement/Background (GAP): Disciplinary issues, particularly related to the tardiness of State Civil Apparatus, especially Civil Servants, remain a concern despite the current use of an online attendance application. Purpose: This study aims to analyze and describe the effectiveness of the Online Attendance Information System Application (SIAP-ON) in improving the discipline of civil servants at the Regional Development Planning, Research, and Innovation Agency (BAPPERIDA) of Sukoharjo Regency. Method: This study employs a qualitative descriptive method with an inductive approach. Data collection techniques include observation, interviews, and documentation. The data were analyzed using data reduction, data presentation, and conclusion drawing techniques, based on the theoretical framework of effectiveness by Tangkilisan (2005), which consists of four dimensions: goal achievement, adaptability, job satisfaction, and responsibility. Result: The research findings indicate that the target achievement dimension is considered suboptimal due to the high rate of employee tardiness. Meanwhile, the adaptability dimension is rated fairly well, as the majority of employees are able to use the application effectively. In contrast, the job satisfaction dimension is still deemed suboptimal, as the SIAP-ON application has not significantly influenced work discipline. Furthermore, the responsibility dimension is also assessed as suboptimal, since most employees have not properly adhered to regulations related to discipline. These assessments are based on the four dimensions of effectiveness theory proposed by Tangkilisan (2005). Conclusion: The Online Attendance Information System (SIAP-ON) has not yet proven effective in enhancing the discipline of Civil Servants at the Regional Development Planning, Research, and Innovation Agency of Sukoharjo Regency. Consequently, various efforts are required to overcome the existing challenges and constraints, including upgrading the server capacity of the SIAP-ON application.
