Abstract
ABSTRACT Population administration services are a basic right of every citizen, including vulnerable groups such as people with disabilities, the poor, the elderly, and other marginalized groups. Communities in Deli Serdang Regency experience difficulties in accessing proper population administration services due to low accessibility, physical limitations, and low information literacy. This research was conducted to analyze inclusive population administration services for vulnerable groups in Deli Serdang Regency, North Sumatra Province, the inhibiting factors that affect inclusive population administration services for vulnerable groups and efforts that can be made by the Population and Civil Registration Office of Deli Serdang Regency to overcome existing obstacles. The research method uses a qualitative method with a qualitative descriptive approach. Data collection techniques included observation, interviews and documentation. Data were analyzed using the concept of inclusive services (Taufiq, 2013) through four dimensions of policy aspects, management aspects, infrastructure and work culture. The results showed that inclusive population administration services for vulnerable groups in Deli Serdang Regency, North Sumatra Province have been running well in policy aspects, management aspects, and work culture, but have not run optimally in infrastructure aspects, accessibility is still low, and vulnerable people are not entirely aware of inclusive population administration services. Efforts that can be made by establishing relationships and cooperation with the Social Service and the Health Service to improve the quality of data and ownership of population documents in health services, improve and improve the quality of facilities and infrastructure, and increase inclusive service socialization activities for target vulnerable groups in Deli Serdang Regency. Keywords : Services; Inclusive population administration; Vulnerable Groups ABSTRAK Pelayanan administrasi kependudukan merupakan hak dasar setiap warga negara, termasuk kelompok rentan seperti penyandang disabilitas, masyarakat miskin, lansia, dan kelompok marginal lainnya. Masyarakat di Kabupaten Deli Serdang mengalami kesulitan dalam mengakses layanan administrasi kependudukan yang layak karena rendahnya aksesibilitas, keterbatasan fisik, serta rendahnya literasi informasi. Penelitian ini dilakukan untuk menganalisis pelayanan administrasi kependudukan inklusif bagi kelompok rentan di kabupaten Deli Serdang Provinsi Sumatera Utara, faktor-faktor penghambat yang mempengaruhi pelayanan administrasi kependudukan inklusif bagi kelompok rentan serta upaya yang dapat dilakukan oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Deli Serdang untuk mengatasi hambatan yang ada. Metode penelitian menggunakan metode kualitatif dengan pendekatan deskriptif kualitatif. Teknik pengumpulan data berupa observasi, wawancara dan dokumentasi. Data dianalisis menggunakan konsep pelayanan inklusif (Taufiq, 2013) melalui empat dimensi aspek kebijakan, aspek manajemen, infrastruktur dan budaya kerja. Hasil penelitian menunjukkan bahwa pelayanan administrasi kependudukan inklusif bagi kelompok rentan di Kabupaten Deli Serdang Provinsi Sumatera Utara sudah berjalan dengan baik pada aspek kebijakan, aspek manajemen, dan budaya kerja, namun belum berjalan optimal pada aspek infrastruktur, aksesibilitas yang masih rendah, serta masyarakat rentan belum seluruhnya mengetahui pelayanan administrasi kependudukan inklusif. Upaya yang dapat dilakukan dengan menjalin hubungan dan kerjasama dengan Dinas Sosial dan Dinas Kesehatan guna meningkatkan kualitas data dan kepemilikan dokumen kependudukan dalam pelayanan kesehatan, memperbaiki dan meningkatkan kualitas sarana dan prasarana, serta meningkatkan kegiatan sosialisasi pelayanan inklusif untuk target masyarakat kelompok rentan di Kabupaten Deli Serdang.
