Abstract

ABSTRACT Problem Statement/Background (GAP): Occupational Safety and Health (OHS) issues are important to study considering the high work risks faced by firefighters, such as exposure to fire, chemicals, and building collapse. Although OHS regulations are available, their implementation at the regional level, especially in the Fire Department, still often faces obstacles. Purpose: This study aims to determine how the implementation of (OHS) is in the Solok City Fire and Rescue Department. Method: This study uses a qualitative approach with a descriptive method. The theory used in this study is the policy implementation theory of George C. Edward III which includes four variables, namely communication, resources, disposition and bureaucratic structure. Data collection techniques were carried out through interviews and documentation. Results: From the communication aspect, the delivery of information regarding OHS has been carried out but has not been systematically documented. From the resource aspect, there are still limitations in personal protective equipment and a lack of regular training. From the disposition side, most officers are committed to implementing OHS but there are still violations of discipline in the use of PPE. Meanwhile, from the bureaucratic structure aspect, there is no special unit that handles OHS in a focused manner and SOPs have not been implemented consistently. This study suggests the need for improved communication documentation, adequate provision of K3 equipment, routine training and the establishment of a special structure that handles K3 so that its implementation is more optimal. Conclusion: The researcher can conclude that the implementation of K3 in the Solok City Fire and Rescue Service has not been running optimally. Keywords: PPE, Implementation, Occupational Safety and Health ABSTRAK Permasalahan/Latar Belakang (GAP): Permasalahan Keselamatan dan Kesehatan Kerja (K3) penting untuk diteliti mengingat tingginya risiko kerja yang dihadapi oleh petugas pemadam kebakaran, seperti paparan api, bahan kimia, dan runtuhan bangunan. Meskipun regulasi K3 telah tersedia, implementasinya di tingkat daerah, khususnya pada Dinas Pemadam Kebakaran, masih sering menghadapi hambatan. Tujuan: Penelitian ini bertujuan untuk mengetahui bagaimana implementasi (K3) di Dinas Pemadam Kebakaran dan Penyelamatan Kota Solok. Metode : Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teori yang digunakan dalam penelitian ini adalah teori implementasi kebijakan dari George C. Edward III yang mencakup empat variabel, yaitu komunikasi, sumber daya, disposisi dan struktur birokrasi. Teknik pengumpulan data dilakukan melalui wawancara dan dokumentasi. Hasil/Temuan: Dari aspek komunikasi, penyampaian informasi mengenai K3 sudah dilakukan namun belum terdokumentasi secara sistematis. Dari aspek sumber daya, masih terdapat keterbatasan alat pelindung diri dan kurangnya pelatihan berkala. Dari sisi disposisi, sebagian besar petugas memiliki komitmen terhadap pelaksanaan K3 namun masih ditemukan pelanggaran kedisiplinan dalam penggunaan APD. Sementara itu, dari segi struktur birokrasi, belum terdapat unit khusus yang menangani K3 secara terfokus dan SOP belum dijalankan secara konsisten. Penelitian ini menyarankan perlunya peningkatan dokumentasi komunikasi, pemenuhan peralatan K3 yang memadai, pelatihan rutin serta pembentukan struktur khusus yang menangani K3 agar implementasinya lebih maksimal. Kesimpulan: Peneliti dapat menyimpulkan bahwa implementasi K3 di Dinas Pemadam Kebakaran dan Penyelamatan Kota Solok belum berjalan secara optimal.
