Abstract
ABSTARCT Problem Statement/Background (GAP): Low achievement of Digital Population Identity activation in Majene Regency, West Sulawesi Province. Purpose: The main objective of this study is to analyze a clear picture of the achievements of Digital Population Identity (IKD) activation in Majene Regency. Method: Descriptive qualitative methods are used to analyze the impact of the three dimensions of the Optimization theory (Mardiasmo-2018) on the achievement of Digital Population Identity Activation in Majene Regency, West Sulawesi Province. Result: The results of the study showed that the Sibaliparri' culture-based outreach program, known as "Jepa Dokkang", proved to be optimal in one dimension with initial data of 2.4% moving to 3.09% in increasing community participation in the activation of Digital Population Identity (IKD) in Majene Regency, especially in remote areas. The Sibaliparri' culture which emphasizes the values of mutual cooperation, cooperation, equality, and family is a key factor in supporting the success of this program. However, the study also found that the implementation of the program still faces a number of obstacles, including limited digital literacy in the community, uneven network infrastructure conditions, and lack of intensive education and socialization. For this reason, it is necessary to improve service infrastructure, continuous digital education, and strengthen collaboration between stakeholders in order to optimize this Sibaliparri' culture-based outreach program. Conclusion: Community participation in the Jemput Bola Program in the Activation of Digital Population Identity Based on Sibaliparri Culture has gone quite well, this is due to the good collaboration of the government in this case the Population and Civil Registration Service with the community. In order to increase the achievement value of the Digital Population Identity Activation, it is recommended to complete the supporting facilities and infrastructure for the jemput bola service and increase collaboration between stakeholders in the regional government for the implementation of IKD in every community service. ABSTRAK Permasalahan/Latar Belakang (GAP): Rendahnya capaian aktivasi Identitas Kependudukan Digital di Kabupaten Majene Provinsi Sulawesi Barat. Tujuan: Tujuan utama dari penelitian ini untuk menganalisis gambaran yang jelas mengenai capaian aktivasi Identitas Kependudukan Digital (IKD) di Kabupaten Majene. Metode: Metode kualitatif deskriptif digunakan untuk menganalisis dampak dari tiga dimensi teori Optimalisasi (Mardiasmo-2018) terhadap capaian Aktivasi Identitas Kependudukan Digital di Kabupaten Majene Provinsi Sulawesi Barat. Hasil/Temuan: Hasil penelitian menunjukkan bahwa program jemput bola berbasis budaya Sibaliparri', yang dikenal dengan sebutan “Jepa Dokkang”, terbukti optimal di salah satu dimensi dengan data awal yakni 2,4% bergerak ke 3,09% dalam meningkatkan partisipasi masyarakat terhadap aktivasi Identitas Kependudukan Digital (IKD) di Kabupaten Majene, khususnya di wilayah terpencil. Budaya Sibaliparri’ yang mengedepankan nilai gotong royong, kerja sama, kesetaraan, dan kekeluargaan menjadi faktor kunci dalam mendukung keberhasilan program ini. Meskipun demikian, penelitian juga menemukan bahwa pelaksanaan program masih menghadapi sejumlah hambatan, di antaranya keterbatasan literasi digital masyarakat, kondisi infrastruktur jaringan yang belum merata, serta kurangnya edukasi dan sosialisasi yang intensif. Untuk itu, diperlukan peningkatan sarana prasarana pelayanan, edukasi digital secara berkelanjutan, dan penguatan kolaborasi antarstakeholder guna mengoptimalkan program jemput bola berbasis budaya sibaliparri’ ini. Kesimpulan: Partisipasi masyarakat dalam Program Jemput Bola Dalam Aktivasi Identitas Kependudukan Digital Berbasis Budaya Sibaliparri’ telah berjalan cukup baik, hal ini dikarenakan adanya kolaborasi yang baik dari pemerintah dalam hal ini Dinas Kependudukan dan Pencatatan Sipil dengan masyarakat. Guna meningkatkan nilai capaian Aktivasi Identitas Kependudukan Digital, disarankan untuk melengkapi sarana dan prasarana pendukung layanan jemput bola tersebut dan meningkatkan kolaborasi antarstakeholder di lingkup Pemerintah daerah untuk penerapan IKD di setiap pelayanan masyarakat.
