Abstract

ABSTRAK Penelitian ini dilatarbelakangi oleh rendahnya akses pendidikan tinggi di Kabupaten Sikka, Provinsi Nusa Tenggara Timur, khususnya bagi mahasiswa berprestasi dari keluarga kurang mampu. Untuk menjawab tantangan tersebut, Pemerintah Daerah Kabupaten Sikka meluncurkan program beasiswa berprestasi sebagai bagian dari janji politik Bupati Fransiskus Roberto Diogo Idong. Tujuan penelitian ini adalah untuk melihat efektivitas program tersebut dalam meningkatkan akses pendidikan tinggi, serta memberikan masukan strategis bagi pemerintah daerah. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Data diperoleh melalui wawancara, observasi, dan dokumentasi. Analisis dilakukan berdasarkan empat indikator efektivitas menurut Budiani (2007): ketepatan sasaran, sosialisasi program, pencapaian tujuan, dan pengawasan. Hasil penelitian menunjukkan bahwa program beasiswa telah berjalan dengan cukup efektif. Hal ini terlihat dari peningkatan partisipasi mahasiswa di jenjang perguruan tinggi dan kontribusi positif terhadap peningkatan Indeks Pembangunan Manusia (IPM) Kabupaten Sikka. Meski demikian, pelaksanaan program masih menghadapi beberapa hambatan, seperti keterbatasan anggaran daerah dan kurang optimalnya koordinasi antarinstansi terkait, yang memengaruhi pelaksanaan program secara maksimal. Kesimpulan dari penelitian ini adalah bahwa program beasiswa berprestasi di Kabupaten Sikka berdampak positif terhadap pengembangan pendidikan daerah. Untuk meningkatkan efektivitasnya, diperlukan peningkatan alokasi anggaran dan sinergi lintas sektor guna menjamin keberlanjutan program di masa mendatang. Kata Kunci: Efektivitas, Beasiswa Berprestasi, Pemerintah Daerah, Kabupaten Sikka, Pendidikan Tinggi ABSTRACT This study is driven by the limited access to higher education in Sikka Regency, East Nusa Tenggara Province, particularly for high-achieving students from low-income families. To address this issue, the local government of Sikka launched a merit-based scholarship program as part of the political promise made by Regent Fransiskus Roberto Diogo. The objective of this research is to exmine the effectiveness of the scholarship program in increasing access to higher education and to provide strategic recommendations for local government policy improvement. The research employs a qualitative approach with a descriptive method. Data were collected through interviews, observation, and documentation. The analysis was based on four effectiveness indicators by Budiani (2007): target accuracy, program socialization, goal achievement, and program supervision. The findings indicate that the scholarship program has been implemented effectively. This is reflected in the increased participation of students in higher education and its contribution to improving the Human Development Index (HDI) of Sikka Regency. However, the program still faces several challenges, such as limited regional budget allocation and suboptimal coordination among relevant institutions, which hinder its full potential. In conclusion, the merit-based scholarship program in Sikka Regency has made a positive impact on regional education development. To enhance its effectiveness, efforts should focus on increasing budget allocation and strengthening inter-sectoral coordination to ensure the sustainability and long-term success of the program.
