Abstract

ABSTRACT Problem Statement/Background (GAP): Kebumen Regency, as one of the regions in Central Java Province, faces challenges of still low ownership of birth certificates especially for newborn babies due to cultural factors. To overcome this problem, the Kebumen Regency Population and Civil Registration Office launched the "Balada Pak-KIS" innovation. This program aims to simplify the population administration process while ensuring that every baby born has identity documents and access to health services. Purpose: This study aims to analyze the implementation of Balada Pak-KIS innovations in the issuance of birth certificates in the Kebumen Regency Population and Civil Registration Office. Method: The research method used is a qualitative approach with data collection techniques through in-depth interviews, observations, and documentation studies. Result: The results of the study show that the Balada Pak-KIS innovation has made it easier for the community to obtain population documents in an integrated manner. However, there are several obstacles such as the number of issuances that are not proportional to the application, lack of program socialization, limited human resources, dual mechanisms, and community culture that has not fully supported the implementation of the program. Recommended efforts include increasing the intensity of coordination with partners, socializing the program through various media, adding manpower, summarizing service flows, and empowering village officials to support the implementation of the program. Conclusion: With the optimization of the Balada Pak-KIS program, it is hoped that the level of ownership of birth certificates in Kebumen Regency can increase significantly, thereby supporting the achievement of national development goals in the fields of population administration and health. Keywords: Innovation, Service, Population Administration ABSTRAK Permasalahan/Latar Belakang (GAP): Kabupaten Kebumen, sebagai salah satu wilayah di Provinsi Jawa Tengah, menghadapi tantangan masih rendahnya kepemilikan akta kelahiran terutama bagi bayi yang baru lahir karena faktor budaya puputan. Untuk mengatasi masalah ini, Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kebumen meluncurkan inovasi "Balada Pak-KIS". Program ini bertujuan untuk menyederhanakan proses administrasi kependudukan sekaligus memastikan setiap bayi yang lahir memiliki dokumen identitas dan akses layanan kesehatan. Tujuan: Penelitian ini bertujuan untuk menganalisis implementasi inovasi Balada Pak-KIS dalam penerbitan akta kelahiran di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kebumen. Metode: Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan studi dokumentasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa inovasi Balada Pak-KIS telah memberikan kemudahan bagi masyarakat dalam memperoleh dokumen kependudukan secara terpadu. Namun, terdapat beberapa hambatan seperti jumlah penerbitan yang tidak sebanding dengan permohonan, kurangnya sosialisasi program, keterbatasan sumber daya manusia, mekanisme yang ganda, serta budaya masyarakat yang belum sepenuhnya mendukung pelaksanaan program.Upaya yang direkomendasikan meliputi peningkatan intensitas koordinasi dengan mitra, sosialisasi program melalui berbagai media, penambahan tenaga kerja, meringkas alur pelayanana, serta pemberdayaan perangkat desa untuk mendukung pelaksanaan program. Kesimpulan: Dengan optimalisasi program Balada Pak-KIS, diharapkan tingkat kepemilikan akta kelahiran di Kabupaten Kebumen dapat meningkat secara signifikan, sehingga mendukung pencapaian tujuan pembangunan nasional dalam bidang administrasi kependudukan dan kesehatan.
